The City of New Port Richey hereby requests sealed proposals from qualified individuals or firms to provide engineering services for a Florida Small Cities Community Development Block Grant (CDBG) project in the Coronavirus (CV) application cycle. The project involves the establishment of 6' sidewalks to allow for safer passage of pedestrians utilizing the sidewalks during the Coronavirus epidemic. The City anticipates applying for Small City CDBG-CV funding to establish 6' sidewalks, therefore, procurement and contracting will follow CDBG regulations. Separate contracts related to projects that are receiving funding from other funding sources such as DEP-FRDAP may be entered into from this solicitation. Engineering Services for this project will include but not be limited to topographical surveying, testing, engineering design, permitting, bidding, construction administration and resident observation services. Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime. The City of New Port Richey reserves the right to reject any and all proposals, to waive any informalities or irregularities in the proposal process and to award the contract(s) in the best interest of the City. Engineering service contract(s) may be subject to grant/loan award and release of funds by the funding agency.
