The contract consists of the following approximate quantities: Public Improvements: 1-inch Water Service (1,500 lineal feet), Water Main Connections (50 each), 4-inch and 6-inch Sanitary Sewer Laterals (1,500 lineal feet), Sanitary Lateral Saddles (25 each). Private Improvements: 1-inch Water Service (1,500 lineal feet), Private Water Reconnections (50 each), 4 and 6-inch Sanitary Sewer Laterals (1,500 lineal feet), and Sanitary Lateral Reconnections (50 each). The quantities are subject to change without notice prior to document distribution. Bidders must be pre-qualified with the City of Two Rivers within the last year or must be pre-qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0903 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal pipeline and street construction. The City of Two Rivers reserves the right to reject any and all bids, for whatever reason, and to waive any informalities in bids or in the bid process. This project will be funded in part by the Safe Drinking Water Loan Program (SDWLP) and Clean Water Fund (CWF), established under Wisconsin State Statutes, and administered by the Wisconsin Department of Natural Resources. Funding under this program requires all iron and steel products used in the construction of the project be produced in the United States (H.R. 3547), including lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract. In addition, contract award shall be subject to Federal requirements pertaining to the Davis-Bacon Act which includes provisions for minimum wages, withholding, certified payrolls, apprentices and trainees, and work hours. Bidders are to pay special attention to the requirements regarding conditions of employment to be observed and minimum wage rates to be paid under contract as pertains to Section 3, Segregated Facility, Section 109 and E.O. 11246. Disadvantaged Business Enterprises (DBE), including minority business enterprises (MBE), women business enterprises (WBE) and small business in rural areas (SBRA) are encouraged to apply and be used to the greatest extent feasible. Program policy requires all bidders to undertake specific action to solicit proposals at least 15 days prior to bid opening. Contractors with a DBE classification are strongly encouraged to bid as the Prime Contractor on this project provided they are qualified to do the work. Award of the contract will be subject to the Federal government's policy of good faith effort for increased use of DBE businesses.
