Project Location. The majority of the work assignments will be for structures located on the island of Oahu; however, some work assignments will be for structures located on the other islands. Project Purpose. To assist the Highways Division in managing the State of Hawaii, Bridge Inspection Program to meet the requirements of FHWA 23 CFR 350. SCOPE OF SERVICES: Services include but are not limited to, bridge inspections, report writing, load rating of bridges, hydraulic analyses, environmental clearances, surveying, the preparation of plans, specification and estimates, design and post-design services for the repair of defects discovered during inspection, etc. Inspection services shall include but not be limited to Initial, Routine, Fracture Critical, Underwater, In-depth, Damage, and Post Event. Design services shall include but not be limited to the preparation of related reports, such as Bridge Inspection Reports, Load Rating Reports, Scour Evaluation Reports, and Scour Critical Plan of Action Reports. The CONTRACTOR will need to show that they possess the technical capability to load rate structures such as cast in place girder bridges, concrete box culverts, concrete slab bridges, steel and other metal culverts, and steel bridges. The CONTRACTOR will also be required to show that they have the capability of doing field assessments of bridges with limited or no as-built plans and be able to determine the size of members and the reinforcing using non-destructive testing (NDT) methods. The CONTRACTOR may be required to accomplish load ratings of other bridge types including but not limited to prestressed girder bridges, prestressed plank, and box girder bridges. Provide bridge inspection program services statewide on an as needed basis. Project Assignments and actual scopes of work shall be determined by the STATE. The CONTRACTOR shall be available to discuss the Project Assignments and the associated scopes of work within forty-eight (48) hours after being notified by the STATE. Project Assignments will be in support of the State of Hawaii, Bridge Inspection Program as administered by the Highways Division, Department of Transportation. Multiple Project Assignments may be assigned within a short time span. The total amount for the Project Assignments shall not exceed the sum of FIVE MILLION AND NO/l00 DOLLARS ($5,000,000). Since the CONTRACTOR's services are to be provided on an "as required" basis, the amount of services requested by the STATE may be less than presently anticipated. The STATE makes no guarantee whatsoever as to the minimum amount of CONTRACTOR's services that will be required under this Agreement and no fee adjustment will be made if the amount of services requested is less than anticipated. Work assignments will be issued to the consultant on an as-required basis and compensation will be based on agreed rates. Such work assignments shall be completed within the time period determined by the Highways Division. TOTAL PROJECT TIME: The term of the contract will be for five (5) years from date of Notice to Proceed.
