The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from qualified vendors to purchase and install one (1) above ground scale. SPSA is the regional solid waste collection and disposal agency for over one million residents in the cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk and Virginia Beach and the counties of Isle of Wight and Southampton, all located in the Commonwealth of Virginia. SPSA's disposal system includes a Regional Landfill in Suffolk and nine transfer stations in various locations throughout the geographic territory served by SPSA, accompanied by a transportation operation, a fleet maintenance facility, a tire shredder facility, a white goods program, and a household hazardous waste program. Please see SPSA's website for more information SCOPE OF WORK The contractor shall provide all labor, supervision, equipment, tools, materials and incidentals necessary to furnish and install one (1) above ground scale in accordance with the specifications herein. All equipment, materials and installation work shall comply with this specification, the Virginia OSHA Standards, and the Virginia Uniform Statewide Building Codes 1. Install one (1) above ground scale at the Isle of Wight Transfer Station, 13191 Foursquare Rd Smithfield, VA 23430 2. The total price submitted shall include the removal of existing scale, new scale price, installation, calibration, freight, required permits, additional support for the mounting of equipment and any equipment necessary to complete the job such as crane rental. This is to be a turn-key job. 3. Minimum requirements shall include the following: (a) 11' x 70' above ground truck scale. (b) Minimum 90,000 LB concentrated load and 200,000 LB total load. (c) Above ground pier foundation with washout slabs between piers. (d) Digital Communication between instrument and load cells. (e) Onscreen Integrated traffic Control. (f) Ticket printer. l) Include all cables and materials necessary to connect to existing system. (m) USB output for connection for existing scale software to automatically capture and process truck weight. RS232C data Outputs, Ethernet and USB connectivity. (n) Scale must be compatible with existing software system. Software in use is Paradigm Weigh Station. (o) Scales must be fully automated. (p) Entry and exit ramp guardrails. 4. The requirements contained within this proposal are the minimum that will be accepted (g) Safety Yellow Guide Rails. (h) Stainless steel sheathing on all cabling. (i) Moisture/Dust and rodent control. (j) Diagnostic and monitoring capabilities. (k) Advanced Surge protection. Any changes to the terms and conditions of this Request for Proposal determined necessary by SPSA, in its sole discretion, will be formally addressed via addenda issued by SPSA. No purported modification of any term or condition of this RFP shall be binding upon SPSA unless it is made in strict accordance with this paragraph. Please direct all questions to SPSA via email at purchasing@spsa.com. Proposals shall be delivered to SPSA in a sealed envelope showing on the outside the RFP number and RFP description. Upon receipt they will be marked with date and time received. Offerors shall submit one (1) original and one (1) complete copy of their proposal to SPSA plus an electronic copy on either a CD or flash drive.
