Renovation of a library in Blue Island, Illinois. Completed plans call for the renovation of a 22,608-square-foot, one-story above grade library.
The project consists of the interior renovation of the existing approximately 600 square feet library maker space on the lower level of the library. Work includes removal of CMU non load bearing wall and replacement with hollow metal glass wall, lighting, mechanical, electric, millwork, paint, flooring. This Contract is subject to the Illinois Prevailing Wage Act (820 ILCS 130/1 et seq.). Construction Contract: Bids will be received for the following Work: General Contract (all trades). Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows Bidders must provide two (2) copies of the bid form. Bid Security: Bidders must provide a cashiers check or a bid bond in the amount of 5% of the gross amount of the total bid, including all alternates, with their bid form. See Project Manual for more details. Certifications: The Bidder shall certify compliance with Illinois statutes governing a. Prevailing wage, b. Tax Exemptions, c. Drug Free Work Place, d. Equal Opportunity Employment, and e. Sexual Harassment The Bidder shall also certify that the Bidder is not barred from bidding on the Project, or entering into this Contract as a result of a violation of either Section 33E-3 or 33E-4 of the Illinois Criminal Code of 1961, or any similar offense of bid rigging or bid rotating of any state of the United States. The Bidder shall certify that they have and will maintain a COVID 19 policy consistent with prevailing State of Illinois requirements. Policy will be adapted as State requirements are modified. No bid can be withdrawn or modified after the time set for receipt of bids and pending consideration of the action upon same by the Owner for a period of 60 (sixty)days after opening of bids. The ability of the apparent low bidder(s) to successfully execute the Work in accordance with the contract documents and on time will be considered by the Owner in making an award. The bid shall be let to the lowest responsive, responsible bidder as determined by Owner. The Owner reserves the right to reject any and all bids or parts thereof, or waive any technicalities and irregularities in the bidding, and to disregard all nonconforming or conditional Bids or counter-proposals that are in the opinion of the Owner, to be in the best interest of the BLUE ISLAND PUBLIC LIBRARY. The Contract will be awarded to the lowest responsible Bidder. In determining the responsibility of any Bidder, the BLUE ISLAND PUBLIC LIBRARY may take into account other factors in addition to financial responsibility, such as past records of its or other entity's transactions with the Bidder, experience, ability to work cooperatively with the BLUE IS- LAND PUBLIC LIBRARY and its staff, adequacy of equipment, ability to complete performance within necessary time limits, and other pertinent considerations such as, but not limited to, reliability, reputation, competency, skill, efficiency, facilities and resources. The Bid will be awarded in the BLUE ISLAND PUBLIC LIBRARY'S best interests based on these and other legally-allowable considerations. The BLUE ISLAND PUBLIC LIBRARY and its representatives and agents may make any investigations deemed necessary to determine the ability of the Bidder to perform the Work. The Bidder shall furnish any information and data requested by the BLUE ISLAND PUBLIC LIBRARY for this purpose. The Library public areas are accessible during regular Library hours. Additional site visits to other areas may be arranged through the Library's Owners Representative Dan Eallonardo, Dan.eallonardo@ icsillinois.com. . All Bids shall be based on Drawings and Project manuals prepared by Engberg Anderson, Inc. and dated February 11th, 2022, and any addenda supplied prior to bid opening. Viewing of Documents Documents may be viewed at the Administrative Offices of the BLUE ISLAND PUBLIC LIBRARY, 2433 YORK STREET, BLUE ISLAND, ILLINOIS 60406 TIME OF COMPLETION A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. BIDDER'S QUALIFICATIONS A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder. Although price is a major consideration, product quality, references, service, delivery time and past experience, if applicable, will also be considered. No Bid will be considered unless the Bidder shall furnish evidence satisfactory to the BLUE ISLAND PUBLIC LIBRARY that they have the necessary facilities, abilities, experience, equipment, and financial and physical resources available to fulfill the conditions of the Contract and execute the Project should the Contract be awarded to them DEADLINE FOR CLARIFICATION AND REQUEST FOR INFORMATION HAS BEEN EXTENDED TO 12:00 PM MONDAY, MARCH 7th, 2022.
