Ensure you completed blocks 14 (Include DUNS AND UEI(Unique Entity Identifier)) through 20c and 30a, 30b and 30c of the SF 1442, and pricing are completed before emailing. (DEADLINE: 10am(EDT) on March 29, 2022) This procurement is 100% set-aside for Small Businesses using NAICS code of 237310. The small business standard is $39.5M. The cost range is between $250,000 and $500,000. All eligible responsible sources may submit an offer which shall be considered by the National Park Service, however offerors that do not have an active vendor record at SAM.gov or meet the size requirements prior to the RFP due date and time will be considered either ineligible or non-responsive and will not be considered for award. The Government reserves the right to cancel this solicitation. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. Refer to Attachment #3 for site visit information (Scheduled for March 14, 2022). Questions about this solicitation must be submitted via EMAIL to Mary_Stefanos@nps.gov by 10:00am (EDT) March 16, 2022. An amendment may be posted to clear up any ambiguities or answer all questions received at one time. No oral questions will be accepted. ALL available information is attached and has been posted. Performance Period below is APPROXIMATE. Period of Performance: 04/11/2022 to 06/06/2022 00010 Resurface Parking Lot per -Supplies or Services and Price Cost (See SF 1442) SF-1442 must be signed, and dated, and Blocks 14 through 20c must be completed. ITEM 17, Offeror is cautioned to review acceptance time stated in Item 13d prior to completing this item. Proposals offering less than specified time will cause offer to be rejected. (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds-52.2-296 (1) To unsuccessful bidders as soon as practicable after the opening of bids; and (2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. (c) The amount of the bid guarantee shall be 20 percent of the bid price. (d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default. (e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference. (1) Performance bonds (Standard Form 25). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price. (2) Payment Bonds (Standard Form 25A). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price. (3) Additional bond protection. (i) The Government may require additional performance and payment bond protection if the contract price is increased. The increase in protection generally will equal 100 percent of the increase in contract price. (ii) The Government may secure the additional protection by directing the Contractor to increase the penal amount of the existing bond or to obtain an additional bond. (c) Furnishing executed bonds. The Contractor shall furnish all executed bonds, including any necessary reinsurance agreements, to the Contracting Officer, within the time period specified in the Bid Guarantee provision of the solicitation, or otherwise specified by the Contracting Officer, but in any event, before starting work. (d) Surety or other security for bonds. The bonds shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier's check, irrevocable letter of credit, or, in accordance with Treasury Department regulations, certain bonds or notes of the United States. Treasury Circular 570 is published in the Federal Register or may be obtained from the: U.S. Department of the Treasury, Financial Management, Service Surety Bond Branch, 3700 East West Highway, Room 6 F01, Hyattsville, MD 20782. Or via the internet at http://www.fms.treas.gov/c570/. Notice of subcontractor waiver of protection (40 U.S.C. 3133(c)). Any waiver of the right to sue on the payment bond is void unless it is in writing, signed by the person whose right is waived, and executed after such person has first furnished labor or material for use in the performance of the contract. The purpose of this inspection is for contractors to ascertain the complexities and the location along with general local conditions which could materially affect conduct of operations of the cost thereof. Any questions must be submitted in writing to the Contracting Officer at the email address below NO LATER THAN 10:00am (ET) on March 16, 2022. A summary of questions and answers arising from the site inspection and/or review of the package will be provided to all prospective contractors as a reposting in the form of an amendment to the solicitation. Only those written answers provided to all offerors will be the Government's official response to questions. Information provided at this site visit shall not qualify the terms and conditions of the solicitation and specifications. No oral questions will be accepted. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. We consider attendance at this site inspection vital to the preparation of a competitive and cost effective offer, and to understand the total result desired by the Government. Failure to attend this inspection may not be used as an excuse for omissions or miscalculations in quotes. It is emphasized that it is most advantageous for each contractor to have qualified representation at the site inspection. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
