Site work, paving, new construction and renovation of a mixed-use development in Fairfax, Virginia. Completed plans call for the renovation of a two-story above grade, 30-unit multi-residential development; for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; water / sewer project; for the construction of a six-story above grade, 60-unit clubhouse / community center; and clubhouse / community center.
Sealed bids are hereby solicited for construction of the Little River Glen I and IV (LRG I-IV) project located at 4001 Barker Court, Fairfax, VA 22032. Only firms that have been prequalified will be eligible to submit bids for this project. The work shall include the following: The overall LRG I-IV project is a combination of two concurrent areas of work (LRG I and LRG IV) located on two adjacent lots of 7 and 3 acres respectively. Both LRG I and IV will be bid as one lump sum project. Work in LRG I includes the renovation of 120 existing dwelling units, within four apartment buildings (2-story and 30 units per building) and a Senior Center. The renovation will include selective demolition, partial interior reconfigurations, new toilet rooms, selective finish upgrades, new cabinets, reroofing, replacing wood siding, windows, and patio doors, and replacing skylights (at the Senior Center). Site improvements include site drainage, ADA upgrades, repaving and restriping. The LRG I project is designed to EarthCraft Multifamily Certified green building standards. The LRG IV project is construction of 60 new independent senior living units split evenly between two new nearly identical 2-story wood framed buildings at the wooded parcel adjacent to the existing LRG I buildings. The new construction includes 17 additional parking spaces, covered walkways, recreational area, paved trails, and a new stormwater pond. The LRG IV project is designed to EarthCraft Multifamily Certified and Energy Star Multifamily green building standards. In-person visits to the jobsite may be scheduled following the Pre-Bid Conference. Jobsite visit dates/times may be affected by inclement weather and staff availability. Please note that construction of this project (LRG I-IV) shall comply with standards and requirements of the Virginia Housing Development Authority (VHDA) and requires Davis Bacon wage compliance as well as Section 3 (see Exhibits E and F for more details). All bidders shall comply with Article A-21, Fairfax County Construction Safety Resolution. Bidders request for determination of eligibility to bid must be received by the County in accordance with provisions shown in Contract Exhibit D, information For Bidders. Prevailing Wage regulation compliance requirements are included in this Contract. All bidders are required to make themselves familiar and comply with all provisions of the latest adopted versions of the Fairfax County Prevailing Wage Ordinance and Virginia Code 2.2-4321.3 while executing this Contract. This is a lump sum Contract. Contract length is 600 calendar days. All bidders are made aware that awarding the subject Construction Contract is contingent upon the acceptance by VHDA per Section 202 of the construction Contract as stated herein: Section 202. Contract Contingent Upon Delivery of Documents. Notwithstanding any other language in the Contract Documents to the contrary, this Construction Contract and the obligations and liabilities of the Owner issuing herefrom, are contingent upon and subject to the acceptance by the Authority of certain instruments, agreements and documents relating to the Mortgage Loan (including, without limitation, the aforesaid Construction Loan Agreement, the Deed of Trust Note, and Deed of Trust). In the event that for any reason whatsoever the aforesaid instruments, agreements and documents are not executed, delivered and recorded, the Owner shall not be obligated to the Contractor for any fees or other charges payable to the Contractor under this Construction Contract, and this Construction Contract shall be void and of no effect. All questions concerning the project shall be electronically submitted in writing to the Director, Building Design and Construction Division, Department of Public Works and Environmental Services, at the following e-mail address building@fairfaxcounty.gov and, to be given consideration, must be received at least seven (7) days prior to the date fixed for the opening of the bids. This office is the only point where information will be disseminated. Bid Security must accompany each proposal in accordance with Information for Bidders. No bid may be withdrawn for a period of one hundred and fifty (150) calendar days after the opening thereof. The procedure specified under Section 2.2-4330(A) (i), VA Code Ann. shall apply: the bidder shall give notice in writing of his claim of right to withdraw his bid within two (2) business days after the conclusion of the bid opening procedure; The Board of Supervisors of Fairfax County, Virginia reserves the right to reject any and all bids, to waive informalities and irregularities in bidding, and to accept bids which are considered to be in the best interest of the County.
