SUBMISSION GUARANTEE: All tenders must be accompanied by a tender guarantee representing 10% of the total amount of the tender excluding all applicable taxes, in the form of a certified cheque, bank draft, irrevocable letter of guarantee or tender bond, valid for a period of forty-five (45) calendar days following the date of opening of tenders, issued by a financial institution that is an insurer holding a license issued in accordance with the Insurance Act (RSQ, c.
