Description of Project: This scope of this project covers the general requirements for the inspection, testing, treatment, and reinforcing of wood utility poles within the City of Palo Alto Utilities' service area. This IFB is intended for the inspection and supplemental treatment of wood poles. Poles from 0-9 years old will only be visually inspected and reported if visual inspection warrants no further action. All poles 10 years and older are to be inspected both above and below the groundline area. The proposed Contractor shall furnish all supervision, labor, tools, equipment, report forms and field data collection devices, transportation and material necessary for the inspection and treatment of City's poles as identified. City will furnish copies of this specification and necessary maps showing locations of poles which are the subjects for inspection and/or treatment. The proposed Contractor is required to have a minimum of ten (10) years in the in-service pole inspection and treatment business. The Contractor must have documented programs/policies conforming to EPA, OSHA, DOT along with all Federal and State pesticide regulations. These policies must include Safety Manual, Pesticide Training Manual and test, standards for safe storage of preservatives on vehicles, operating policies for Contractor's personnel to handle preservatives and procedures for disposing of empty containers used for pole treatment in compliance with label requirements, and OSHA regulations involving personal protective equipment. Start/Delivery Date Anticipated start date April 1, 2022 Project Duration 3 years The City reserves the unfettered right to reject all Bids for any reason or for no reason, to re-advertise a Bid, or to cancel a Bid listing and elect to perform the Project and Work with its own forces. The City reserves the right to reject as non-responsive any Bid which is incomplete, modified, unsigned, or illegible or which is not otherwise submitted in accordance with the requirements of this Invitation for Bids.
