The City expects that the consultant's team will include expertise in water engineering and data analysis, tank inspection, water treatment plant design for structural, mechanical and electrical disciplines. It is anticipated that compensation under any contract resulting from this Request for Proposals (RFP) will be on a time and materials basis with a not-to-exceed amount. Negotiations to establish the contract amount shall take place after the consultant selection process is completed. Proposals received within the specified RFP period will be evaluated by the City of Healdsburg to determine compliance with the format requirements specified in the RFP. Proposals must comply with these format requirements to be deemed responsive. Any proposal that does not meet the format requirements will be deemed non-responsive and shall be returned to the proposer. The City may reject any proposal if it is deemed to be conditional, incomplete, or contains irregularities. The method of Contractor Selection has not been Determined at this time.
