This project is located throughout the Downing Pines Industrial Park, in the City of West Monroe, Louisiana. It includes work as seen below: Erection and maintenance of erosion control. Removal of asphalt and concrete pavements and driveways, and culverts. Installation of new 18 54Ø RCP, RCPA, and CPP drainage pipe with fabric wrapped joints, select bedding, and backfill. Construction of concrete catch basins and headwalls. Drainage channel excavation, re-grading, and shaping, and placement of riprap channel and inlet protection. Repair of asphalt and concrete pavements and drives. Finish grading, seeding, and mulching of disturbed areas. The deposit for all other plans will be non-refundable. Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the Department of Treasury Circular 570. This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program. The Attention of Bidders is called specifically to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Executive Order 11246, and all applicable laws and regulations of the Federal Government and State of Louisiana, and bonding and insurance requirements. No bidder may withdraw his/her bid within 45 days after the actual date of the opening thereof. The Contractor shall begin mobilization of materials within ten (10) working days of the receipt of the Notice to Proceed. The successful bidder must submit executed copies of certifications, including but not limited to certifications regarding Equal Employment Opportunity, Labor Standards, Past Criminal Convictions of Bidders, and the Affidavit of Non-Collusion. The successful bidder will be required to execute the Owner's Standard Form of Agreement/Contract for construction together with the Performance and Payment Bonds within ten (10) working days after normal award of contract. Minority owned firms and small businesses are encouraged to participate.
