Renovation of a mixed-use development in Burlington, Wisconsin. Completed plans call for the renovation of a fire / police facility; library; and municipal facility.
DAVIS-BACON The Contract shall be subject to Section 66.293 of the Wisconsin Statutes and the Prevailing Wage Rate Determination issued by the Wisconsin Department of Workforce Development for this project. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. BIDDER'S PREQUALIFICATION: A Bidders qualification statement form will be issued with the Bid Documents. The Bidders Qualification Statement form must be completed and submitted at the time of Bid submittal. No bids will be accepted from any Bidder who has not submitted a Bidders Qualification Statement form. Contractors who have submitted prequalification statements to the City of Burlington shall state this on their Bidders Qualification Statement form. The Owner reserves the right to reject the bid of any Bidder who has been determined to be unqualified. As a part of their Bids, Bidders shall submit a full and complete list of 1) all of their proposed Subcontractors, and 2) the class of work which each will perform. The selected Contractor shall not alter this list without the written consent of the Owner. The PS & CD require that the selected Contractor and Subcontractor(s) furnish a Certificate of Insurance. BID SECURITY: The Owner will only consider Bids from Bidders who accompany them with bank money order, a Bid Bond, or a qualified certified check, payable to the City of Burlington, in the amount equal to 5 percent of the Bid. This requirement serves to guarantee that, if the Owner accepts the Bid, the selected Contractor will execute and deliver the proper Contract Agreement and Bonds within 15 calendar days after the Notice of Award by the Owner. Failure to return these documents within this prescribed time will result in forfeiture, to the Owner, of the selected Contractor's cash, Bid Bond, or cashier's check, as liquidated damages. BID REJECTION: The Owner reserves the right to reject any or all bids, waive or not waive any informality in the bids received and to accept any proposal, which they deem most favorable to the interests of the Owner, the City of Burlington. BID WITHDRAWAL: No bid shall be withdrawn for a period of sixty (60) days after the scheduled opening of the bids without the consent of the City of Burlington. Also, no bid can be resubmitted by a bidder that has successfully withdrawn a bid prior to the bid opening. CONTRACT SECURITY: The Bidder to whom the contract is awarded shall be required to furnish a performance bond acceptable to the City of Burlington for one hundred percent (100%) of the contract price. Any contract or contracts awarded under this Advertisement for Bids may be funded in part by a grant from the Community Development Block Grant Program. It is anticipated this work will begin on April 12, 2022. Work will be substantially completed by November 18, 2022 and will have a final completion date of November 22, 2022 for all other work. The work for this project is located in the City of Burlington, Wisconsin at three separate locations shown on the cover of the plan set. The overall scope of the project is the ADA bathroom upgrades, ADA entry door, elevator replacement and new elevator installation as detailed in the plans and specifications. B. Work covered by these Contract Documents in general covers the construction of the following: CITY HALL One (1) ADA bathroom upgrade and ADA door operators per plans and specifications LIBRARY Four (4) ADA bathroom upgrades and the installation of new elevator per plans and specifications. POLICE DEPARTMENT Two (2) ADA bathroom upgrades, elevator replacement and ADA entry doors per plans and specifications. MUNICIPAL COURT New ADA entry doors per plans and specifications.
