The Project consists of the rehabilitation of existing main line sanitary sewers via mainline cleaning and CCTV inspections, excavated point repairs, full length main line replacements, house connection service lateral replacements, full-length Cured-in-Place Pipe (CIPP) lining, service lateral Cured-in-Place Pipe (CIPP) lining and manhole rehabilitation. Work also includes associated interim and final pavement restoration. The project is generally located in the Bayou St John, City Park, Fairgrounds, Marigny, Mid-City, Treme-Lafitte, Tulane-Gravier, 7th Ward Neighborhoods within Orleans Parish. The project work area is generally bounded by the Interstate 10 to the West, City Park Ave, DeSaix Blvd & Florida Ave to the North, Elysian Fields Ave to the East and Interstate 10 and to the South. The Work will be completed in all respects within 270 calendar days from the date of the Notice to Proceed. Bid Documents will be issued only to Contractors and/or Sub-contractors who are licensed by the Louisiana State Licensing Board for Contractors, under Louisiana Revised Statutes 37:2150 through 37:2163 as amended, and who have furnished satisfactory evidence to the Purchasing Agent of the Board that they are licensed and are qualified to perform the work called for in the Contract Documents. Bids will be accepted from only those Contractors who possess a Louisiana Contractors Municipal and Public Works License, in accordance with the above referenced Louisiana Statutes. In accordance with the adoption of Resolution R231-97, the Sewerage and Water Board of New Orleans has established a race and gender-neutral Disadvantaged Business Enterprise (DBE) Plan. The prime contractor shall be required to make a demonstrated good faith effort to award 36% of the amount of the contract to certified disadvantaged business enterprises as subcontractors or suppliers performing commercial useful functions which are consistent with the work required on this contract Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders. Envelopes containing bids and bid guarantee must be sealed, marked with the project name and with the Contractors name as it appears on the license and the Louisiana Contractors License number. The right is reserved to reject any and all bids or proposals for just cause and to waive informalities. The Owner also reserves the right to reject all proposals in the event that a formal agreement regarding funding from FEMA is not received prior to award of this Contract.
