The Owner will accept bids from qualified contractors for the construction of Porcupine Lagoon System on the Standing Rock Reservation, Sioux County, North Dakota. The scope of the work includes furnishing all labor, equipment and materials for the construction of the following: new waste water treatment system consisting of a new 3.25 acre primary cell, 2.25 acre secondary cell, 1.85 acre constructed wetland, cut volume for lagoon site work is 68,000 cubic yards, 255,500 square feet of geosynthetic clay liner, 2,000 cubic yards of rip-rap, 3,175 feet of lagoon fencing, new gate valves, lagoon structures, 1,380 foot lagoon gravel access road, 468 feet of 8-inch PVC SDR 35 gravity sewer main, community lift station, 2,913 feet of 4-inch PVC SDR 21 sewer force main, and abandonment of existing lagoon system. The contract price will not be increased without prior authorization from the Owner via the change order process. Funding for the work is provided by the Federal Government, and payments on the work will be processed by the Owner and the Federal Agency providing the funding. The Contractor shall be required to (a) commence work under this contract within fifteen (15) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than Three Hundred Sixty-five (365) calendar days.
