Site work and paving for a mixed-use development in East Lynn, West Virginia. Completed plans call for paving for a sidewalk / parking lot; for site work for a sidewalk / parking lot; and water / sewer project.

East Lynn Project Office Sewer Line Replacement, East Lynn, WV. The Contractor shall furnish all equipment, material, labor, supplies and supervision needed to provide and install a replacement sanitary sewerline, related appurtenances, and pavement restoration sealing at the East Lynn Project Office in accordance with the attached scope of work and exhibits. The Contractor shall replace the existing Sanitary Sewerline at the East Lynn Lake Project Office from the outside of the office building to Manhole #4, approximately 65-LF in length. The existing sewer line is located within a paved maintenance lot and the contractor shall restore all pavements as specified on the attached Exhibits. The contractor shall also perform asphalt patching and install a new asphalt seal coat over the parking area as specified herein. The project area is located approximately 3/4 mile from WV-37 on Overlook Trail Road in East Lynn, Wayne County, West Virginia, and is adjacent to East Lynn Dam. Site Visit: Bidders are highly encouraged to make a site visit prior to bidding to ascertain the complete requirements of the contract. Per FAR 36.204 the estimated price range for this project is between $25,000.00 and $100,000.00. NOTE: Award will be made to the lowest price offeror who meets the technical requirements of the solicitation and is deemed responsible by the contracting officer. The intent is to award without discussions. NOTE: This procurement is 100% Set-Aside for Small Business. For more information see FAR Clause 52.219-6 (Dev). Office Sewerline Replacement Furnish all equipment, material, labor, supplies, and supervision needed to provide and install a replacement sanitary sewerline, related appurtenances, and pavement restoration sealing at the East Lynn Project Office in accordance with the attached scope of work and Exhibits. Expected Start Date: Work shall commence within 30 days are issuance of NTP. Contract Duration: Sewerline shall be complete and operable within 14 days of work commencement; however, asphalt pavement restoration/sealing will be weather dependent, and depending on conditions, a time extension may be necessary to complete this work. SCOPE OF WORK 1.1 General Description: The Contractor shall replace the existing Sanitary Sewerline at the East Lynn Lake Project Office from the outside of the office building to Manhole #4, approximately 65-LF in length. The existing sewer line is located within a paved maintenance lot and the contractor shall restore all pavements as specified on the attached Exhibits. The contractor shall also perform asphalt patching and install a new asphalt seal coat over the parking area as specified herein. The project area is located approximately 3/4 mile from WV-37 on Overlook Trail Road in East Lynn, Wayne County, West Virginia, and is adjacent to East Lynn Dam. 1.2 Real Estate Requirements: All work under this contract will be performed on property owned by the United States Government. The Contractor shall keep work activities confined to the vicinity of the existing sewerline and the Project Office rear lot. Equipment and Material storage, employee parking, and other incidental work areas are available in the Project Office and Dam Overlook Areas and shall be coordinated with the on-site Government representative. The Contractor will not be required to provide traffic control; however, Government employees will require access through the work area. The Contractor shall not completely block or close any area without explicit approval of the on-site Government representative. One lane shall be kept open at all times or road plates shall span open trenches to allow traffic to pass if vehicles cannot easily drive around the work area. 1.3 General Requirements: Sewerline materials and installation shall be in accordance with the State of West Virginia Bureau of Public Health Regulation 64-47, Sewage Treatment and Collection System Design Standards, and the UNI-BELL PVC Pipe Association's Installation Guide for Solid-Wall PVC Sewer Pipe. The contractor shall clean the work area at the end of each workday and shall maintain a clear and safe means of ingress and egress from the work area at all times. The use of the site for construction staging shall be coordinated with the on-site Government representative. Upon completion of construction, the Contractor shall clean all debris and waste resulting from construction operations and restore all surfaces, structures, ditches, roads, and property in accordance with the attached plans, or to its original condition, to the satisfaction of the Contracting Officer. All waste materials shall be disposed at an approved landfill facility. Excess excavation materials, EXCLUDING old pavement and pipe materials, may be placed at the Overlook boneyard; or at another location on Government property as specified by the on-site Government representative, if spread neatly and seeded and strawed. 1.4 Excavation: All excavation required for this project is unclassified. No additional payment will be made for rock or pavement excavation. The contractor shall thoroughly examine the site and the excavation requirements required to install the work. The contractor shall saw cut the existing pavement a minimum of two-inches deep on each side of the trench before any excavation is performed. The replacement sewerline will be installed at the same grade as the existing line. Consequently, 6-inches of over-excavation is required for installation of pipe bedding material. In no case shall pipe bedding be less than 4-inches. Project Location: 683 Overlook Trail Road, East Lynn, WV 25512. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Goals for minority participation for each trade 2.9% (Wayne Co, WV ) Goals for female participation for each trade 6.9% Expected Start Date: Work shall commence within 30 days are issuance of NTP.
