This project involves the design and construction work necessary to comply with anticipated NPDES Permits, which will likely include new effluent limits for nutrients and potentially metals. A General Permit for communities in the Great Bay Estuary watershed, which sets effluent limits for total nitrogen, was signed by EPA Region 1 in November 2020. The project will include treatment processes to reduce effluent levels of total nitrogen initially to comply with the General Permit; and, later total phosphorous and potentially metal concentrations with an anticipated renewal of Rochester WWTF's Individual NPDES Permit. The currently proposed processes include: moving bed biological reactor for nitrogen reduction, ballasted settling system for phosphorous removal, and chemical feed systems for metals removal. As of August 17, 2022, this project is currently in the FY 2023-2028 CIP. Funding for this project is allotted in the city's capital improvement plan for construction FY 2025. A firm timeline has not been established; however, construction is scheduled for Fiscal Year 2025. *Project information has been obtained through a public capital improvement plan (CIP).
