Professional engineering and technical services from qualified engineering firms or consultants with demonstrated experience to provide engineering services such as geometric design, traffic counts, reports, right-of-way expertise, modeling, surveying, geotechnical engineering, structural engineering, complete plan design, cost estimating, construction documentation, construction inspection, technical expertise in both field and office settings, limited project management, specialized inspection, transportation specialist support at public meetings, value engineering, or other transportation planning and engineering services as may be needed to support the project. This request for qualifications shall be used to compile a list of interested and qualified firms who will be ranked in accordance with procedures as outlined in this document and the City of Canbys Public Contracting Rules. Qualified firm(s) selected will negotiate compensation requirements upon completion of the qualifications based selection of candidates. Do not include any price or cost considerations with this Statement of Qualifications (SOQ). The SE Walnut Street Extension will provide an arterial connection from the Canby Pioneer Industrial Park to Highway 99E. The project shall include 2,610 feet of industrial roadway from SE 1st Avenue to Highway 99E. This will include a 50-foot wide street(curb to curb), tentatively with two 12-foot travel lanes, a 14-foot median, and two 6-foot bike lanes. The intersection with Highway 99E will be a three-sided signalized intersection with dedicated turn lanes. This project will include coordination with utility providers including sewer, water, electric, gas, storm water system,and tele-communications to be installed in the right-of-way. The Firm shall complete and/or over see all survey and design efforts required to prepare construction plans and specifications for all improvements, including those required to extend off-site utilities to the site. This task will require coordination with ODOT for the signal design approvals and securing DEQ and OHA approvals for the sanitary and water designs. The Firm shall prepare contract documents including funding agency requirements and complete the formal bid solicitation process for construction of all facilities. Contract documents shall comply with all Oregon Public Contracting Bid requirements. Firm shall coordinate the bid opening, prepare bid tabulations, engineers recommendation of award, issue a Notice of Intent to Award and Notice of Award, and prepare contracts for execution as appropriate. The Firm shall coordinate the pre-construction meeting, administer the construction contract and provide periodic inspection to ensure compliance with the plans and specifications during construction. The Firm shall provide all required construction staking. The Firm shall prepare monthly payment requests, respond to requests for information, prepare change orders as needed, and prepare inspection reports for the project files. During and upon completion of construction, the Firm shall verify all work complies with the plans and specifications. The Firm shall prepare as-built drawings for the Citys records and assist the City in an 11th month warranty inspection. The project design is anticipated to start in April 2022 with construction expected to be completed in 2023. The City has not determined a final construction budget for this project but has identified city funds to be used for this contract. The City reserves the right to reject any and all proposals. The method of Contractor Selection has not been Determined at this time.
