The bid shall be submitted in a sealed envelope: (1) addressed to Yehuda Abraham, Purchasing Agent, 1 America Avenue, Lakewood, New Jersey 08701, (2) bearing the name and address of the bidder written on the face of the envelope, and (3) clearly marked "BID" with the contract title and/or bid # being bid. The scope of the project includes the construction of a new roadway along Vine Avenue from Pine Street to Cedar Bridge Avenue. The work includes porous asphalt with stone recharge bed, filter fabric, check dams, drainage culverts, drainage structures, drainage pipe, reinforced concrete retaining walls, concrete curb, concrete sidewalk, beam guiderail, striping and other roadway improvements. Bids must be on the bid form in the manner designated therein and required by the specifications. NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER'S OFFICE. PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS, EITHER BY MAIL OR IN PERSON. The Township of Lakewood reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Lakewood. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Lakewood in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Lakewood in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.
