. The project's construction cost is estimated to be between $15M and $18M UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect for the proposed Wilshire Center Seismic Improvements (Project #907031.01). Constructed in 1981, the Wilshire Center, located at 10920 Wilshire Boulevard between Wilshire Boulevard, Ashton Avenue, Westwood Boulevard, and Midvale Avenue, is a 17-story office building with 5 -levels of underground parking. The Wilshire Center houses a variety of UCLA business operations, including Campus Human Resources, Finance, ITS, Real Estate, Asset Mgmt., Government and Community Relations, and other campus departments. The retail space consists of a Wells Fargo bank branch and Trimana cafe on the ground level. The project scope will include a seismic improvement of the existing building structures. The Executive Architect will; (1) Review and revalidate a seismic evaluation report developed in October 2019 that provides recommendations for a seismic retrofit scheme to improve the building's seismic performance rating to an SPR level IV, complying with the University of California Seismic Safety Policy. (2) Provide complete architectural and engineering services required for the structural design to achieve an SPR Level IV, along with the design associated with removing and restoring all related architectural finishes and mechanical, electrical, plumbing, and infrastructure items in the area of the structural improvements. The project's construction cost is estimated to be between $15M and $18M. As applicable, and based on the specific scope of work required, the design shall comply with the University of California Policy on Sustainable Practices. The project will be required to achieve a minimum of LEEDTM Silver and shall target a LEEDTM Gold rating, with documentation prepared by the architect and submitted to the US Green Building Council. The final selection and appointment of the Executive Architect are contingent upon project approval by the University of California Board of Regents or their delegated authority. This RFQ is for full design services; however, the University reserves the right to defer negotiations for uses other than pre-design studies until the completion of the pre-design phase. very effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its equal employment opportunity policy. The project would involve the seismic strengthening of all existing columns on all 17 floors of the building, seismic strengthening of building footings, and the removal and restoration of existing sections of acoustical ceiling tile (ACT); hard lid ceilings, finishes, and any mechanical, electrical, or plumbing, infrastructure in the way of the work. Recommended seismic strengthening includes: 1. Retrofit all beam-to-column welded moment connections 2. Enhance all column splice connections for shear 3. Enhance column splice connections for flexure 4. Strengthen eight footings for flexure Implementation of seismic improvements will occur while the building remains occupied. The Executive Architect would work with Capital Programs to design and implement this project from initial study review through construction.
