Sanitary Sewer Metering Improvements: The construction required will consist of provision of all labor, equipment and materials necessary to upgrade ten (10) existing flow monitoring sites located in Canton, Jackson, Perry and Tuscarawas Townships. The upgrade for each of the ten (10) meter sites shall consist of removal of all existing equipment and installation of new control panels, electrical and control conduit and wiring, metering manhole modifications, flume replacements, meter removal and installation, all electrical de-energizing and energizing, any site relocation modifications and any ancillary work as shown on the contract documents herein. The Commissioners further declare that they will award the contract for this project to the lowest and best bid, which may not necessarily be the lowest bid. Construction work shall be subject to the prevailing wage rates established by the Ohio Department of Commerce. Each bid shall be accompanied by a bid guaranty in the form of 1) a certified check, or cashier's check, or letter of credit, equal to 10% of the bid; 2) a bid guaranty bond for the full amount of the bid; both forms of guaranty as provided in Chapter 153 of the Ohio Revised Code and in the project specifications. Each bid shall be in conformity with the Ohio Revised Code and all bids and certificates shall be upon the forms furnished with the specifications. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award the bidder and surety on any bond shall be liable to the County in an amount not to exceed ten (10) percent of the bid. The Specifications contain a Bidder's Profile designed to gather certain information that may be considered in this regard. Each bidder must insure that no employees or applicants for employment are discriminated against because of race, color, religion, sex, handicap or national origin. Terms of payment shall be as provided in Chapter 153 of the Ohio Revised Code. The contractor is to initiate construction and mobilize within 30 days from the notice to proceed. The total contract duration is 180 calendar days. Failure to meet milestones will result in liquidated damages. Because SCSE is providing the ten (10) flow meters for installation, the notice to proceed will not be issued until the County has received the meters. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio and or American made products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order 84-9 shall be required. Domestic steel use requirements as specified in sections 153.011 of the Ohio Revised Code apply to this project. Copies of section 153.011 of the Ohio Revised Code can be obtained from any of the offices of the department of administrative services. The Stark County Commissioners reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept any bid or combination of bids that is deemed most favorable to the County at the time and under the conditions stipulated.
