No oral interpretation shall be made by any Vendor as to meaning of any of the contract documents, or to be effective to modify any of the contract documents. Every request for an interpretation shall be made in writing and addressed to Emily Kerber, Utilities Operation Manager; 50 Town Square, Lima, OH 45801 or by email at Emily.kerber@cityhall.lima.oh.us. Written requests must be submitted six (6) calendar days prior to the proposal opening. Both the 12-month Post Construction Monitoring and shorter-term monitoring programs are anticipated to begin on April 1, 2022. As such, any site reconnaissance will need to be performed sufficiently far in advance of that date to allow the official start of monitoring to begin on April 1, 2022. Mayor reserves the right to reject any and all proposals and to waive any informalities or irregularities in favor of the City.The City of Lima reserves the right to waive any proposal or proposal process irregularities which the City determines in its sole discretion to be in favor, to reject any or all proposals for any reason determined to be appropriate in the sole discretion of the City, and to award the project to the lowest and best Vendor meeting the City's needs as determined by the City at the City's sole discretion. The method of Contractor Selection has not been Determined at this time.
