Site work for a road / highway in San Francisco, California. Completed plans call for site work for a road / highway.
The objective of the project is to upgrade existing conductors along Transmission Line 7/8 to accommodate additional transmission power flows on them due to generators seeking interconnection on the neighboring California Independent System Operator (CAISO) system. This upgrade is based on the SFPUC and Hetch Hetchy Water and Power's (HHWP) affected system study process consistent with its obligation as a provider of electric transmission service and the CAISO's FERC-approved tariff. The work is to be performed in Stanislaus, California. There will be no bid discounts for this contract. The LBE Subcontracting Participation Requirement is 10.00%. Both San Francisco Small and Micro-LBEs and SFPUC-LBEs (Firms certified by SF Contract Monitoring Division) can be utilized to meet this requirement. The requirement is less than 20% because a large portion of work is comprised of procuring specialized electrical materials and equipment. The project also requires Electrical (C-10) licensed contractors specifically experienced in high voltage overhead electrical work. In addition, the location of the project is remote and there are limited subcontracting opportunities for the remainder of work that will not be performed by the Electrical (C-10) contractor. Subcontracting opportunities may include, but not limited, to the following major types of work: excavation, trucking and hauling, traffic control, SWPPP, concrete, electrical, and structural steel framing. SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. 1. Reconductor approximately 12.5 miles, 2-circuit (Line 7/8), 3-phase (1 wire / phase), 115kV power transmission line from the Warnerville Substation to the MID Standiford Substation. Work includes replacement of all insulators, hardware, and all ancillary items per project plans and specifications. 2. Development, implementation, and maintenance of Stormwater Pollution Prevention Protection (SWPPP) and Erosion / Sediment Control. 3. Structural concrete modifications to tower foundations as indicated in the Contract Documents. 4. Structural retrofit and repairs at select towers as indicated in the Contract Documents. 5. Tower modifications to raise upper portion of towers to heights of either 9' or 16' at select locations as indicated in the Contract Documents 6. Provide access to all transmission towers, including gravel road grading or road stabilization, temporary bridging or matting, protection of existing underground or overhead utilities, and temporary protection or relocation of existing drainage or irrigation ditches. 7. Provide traffic control, temporary facilities, general conditions, supervision, and all other temporary items to properly execute the work as indicated in the Contract Documents. 8. Provide temporary guard structures to support the removal of conductors and installation of new conductors across roadways, railways, bike paths, irrigation ditches, and other public or private facilities that may cross the City's right of way (ROW) alignment. 9. Site restoration including hydroseed and broadcast seeding areas disturbed by construction activities and restoration of site to pre-existing conditions. Substantial Completion - 578 CD from NTP Final Completion - 668 CD from NTP 5.80% MBE; 1.00% WBE; 3.20% OBE.
