Site work and paving for a mixed-use development in Clear Lake, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Project includes all labor, materials and equipment necessary to construct approximately 1,700 LF of 8 thru 12 sanitary sewer main, approximately 2,200 LF of 4 thru 10 water main, sanitary sewer and water services, approximately 1,500 LF of storm sewer and 3,600 LF of subdrain, approximately 10,000 SY of 7 thick PCC paving, approximately 2,000 SY of PCC sidewalk, driveway restoration, seeding, sodding, and miscellaneous associated work, including cleanup. The method of construction of all improvements shall be by contract in accordance with the plans and specifications and general stipulations for said improvements approved by the City Council. The City of Clear Lake as Contracting Authority hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its contract price. Said Bond shall be issued by a responsible surety approved by the City of Clear Lake and shall guarantee the faithful performance of the contract. Failure to execute a contract and file an acceptable Performance Bond and Certificate of Insurance within 30 days of the date of the approval for awarding the contract, as herein provided, will be just and sufficient cause for the denial of the award and the forfeiture of the proposal guarantee. The project has a start date of July 11, 2022 and shall reach final completion by June 23, 2023. Note several work restrictions apply to this project and contractors shall refer to proposal form and drawings for specific details. Payment to the contractor will be made in cash from such fund or funds as are legally available. Liquidated damages in the amount of One Thousand Five Hundred Dollars ($1,500) per calendar day will be assessed for each calendar day that work on the total project, or portions of the contract where specific completion dates are specified, that remain uncompleted after the end of the contract period, with due allowance for extensions of the contract period due to conditions beyond the control of the contractor. Plans and specifications governing the construction of the proposed improvements have been prepared by VEENSTRA & KIMM, INC. of Mason City, Iowa, said plans and specifications and the prior proceedings of the City Council referring to and defining said proposed improvements are hereby made a part of this notice and the proposed contract by reference, and the proposed contract shall be executed to comply therewith. Unless otherwise specified, a bidder shall submit a proposal as per Article 1102.09 of the Standard Specifications. Proposals received after the bid deadline will not be read. Proposals containing any reservations not provided for in the forms furnished will be rejected. The Iowa DOT and the City of Clear Lake reserves the right to waive technicalities and reject any or all bids.
