No information, instruction or advice provided orally or informally by any State personnel, whether made in response to a question or otherwise in connection with this IFB, shall be considered authoritative or binding. Vendors shall be entitled to rely only on written material contained in an Addendum to this IFB. If any or all parts of this bid are accepted by Appalachian State University, an authorized representative shall affix his/her signature hereto and this document and all provisions of this Invitation for Bid along with the Vendor bid response and the written results of any negotiations shall then constitute the written agreement between the parties. A copy of this acceptance will be forwarded to the successful Vendor(s). As provided by statute, award will be based on the lowest and best bid(s) most advantageous to the State, as determined by consideration of: 1.) Price offered. 2.) General reputation and performance capabilities of the bidders. 3.) Conformity with terms and conditions in this Invitation For Bids. 4.) Delivery schedule offered. 5.) Quality of material 6.) Local location for ASU with good access for vehicles While the intent of this IFB is to award a Contract to single vendor, the State reserves the right to make separate awards to different Vendors for one or more line items, to not award one or more line items or to cancel this IFB in its entirety without awarding a Contract, if it is considered to be most advantageous to the State to do so.
