Work may also include the construction of hardpoints, and the placement of riprap upper bank paving at various locations along the Ohio River (Ohio River Mile 972 near Mound City, Illinois), Mississippi River betw een River Miles 954.0 AHP (confluence of Ohio and Mississippi Rivers), to 599.0 AHP (mouth of the White River, Arkansas). Individual task orders w ill be issued designating the locations and types of w ork that w ill be performed. Each task order w ill specify the amount of time allow ed for completion of the w ork. The total estimated value of this project w ill be a ceiling value Not to Exceed(NTE) $45,000,000.00 for a base and three(3) ordering periods and classified under NAICS 237990. This requirement is a Woman-Ow ned Small Business Set-Aside. Offers received from concerns that are not small business shall be rejected as nonresponsive. PURPOSE AND SCOPE The purpose and scope of this contract consists of furnishing all plant, labor, materials, and equipment for performing various repairs to stone navigation structures to include all types of dikes, revetment (ACM and stone only), chevrons, bendway weirs, hardpoints and other river training structures. Work may also include the construction of hardpoints, and the placement of riprap upper bank paving at various locations on the Ohio and Mississippi Rivers between Ohio River Mile 972.0 near Mound City, Illinois, to the confluence of the Ohio and Mississippi Rivers, Mississippi River Mile 954.0 AHP, and downstream on the Mississippi River to River Mile 599.0 AHP (mouth of the White River, Arkansas). Additional work may include bank grading and dressing, excavation, crushed stone blanket, riprap paving, placement of stone fill and stone paving in specified areas such as dike fields, revetments, and other locations along top bank and in overbank areas landward of top bank, removal and redistribution of stone from dikes and other areas, breaking out pavement, placing and painting range markers, and range clearing. PERIOD OF PERFORMANCE This IDIQ contract will be in effect from the date of contact award for a period of one calendar year, and could extend for three (3) additional ordering periods. Should the ordering periods be used, the total contract period will be four (4) years. Modifications to individual Task Orders may be issued during the performance period of each task order which may extend beyond the expiration date. The expiration or termination of the ordering periods shall not affect any task order issued during the effective period of this contract. . SITE VISITS - There will be no organized site visits prior to the public opening of bids. Bidders should inspect the site where the work will be performed. Site Visits may be coordinated by mail or telephone (COLLECT CALLS NOT ACCEPTED) between the hours of 7:30 AM and 3:00 PM, exclusive of Federal Holidays. See Section 00100, clause 52.236-27 Alt I, entitled "Site Visit (Construction) CONDITIONS AFFECTING THE WORK - Bidders should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve bidders from the responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government will assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Invitation for Bids, the specifications or related documents. See Section 00700, clause 52.236-3, entitled "Site Investigation and Conditions Affecting the Work". BID SUBMISSION INSTRUCTIONS - Due to the COVID-19 Global Pandemic, the Government is taking precautions to ensure the safety and health of all Contractors and Government employees. All submissions to this bid announcement shall be submitted electronically through DoD Safe. Bids will be opened at the time set for opening in the Invitation for Bids.
