Site work for a water / sewer project in San Pablo, California. Completed plans call for site work for a water / sewer project.

Board of West County Wastewater District ("the District"), Richmond, California, invites and will receive sealed bids for furnishing all labor, equipment, materials and services specified for the construction of WCW Project No. 18CS203, in conformance with the approved Contract Documents. The work covered by this contract will be performed at City of San Pablo. The work includes, but is not necessarily limited to, the following: 1. Obtaining all permits and providing all necessary materials, supplies, equipment, services and personnel, to adequately carry out or complete the Project. 2. Remove and replace 3,231 LF of existing 6" and 8" sewers with 8" PVC C-900 if by open trench or HDPE if by pipe bursting. 3. Remove and replace 517 LF of existing 10" sewers with 10" PVC C-900 if by open trench or HDPE if by pipe bursting. 4. Remove and replace 251 LF of existing 15" sewers with 18" PVC C-900 if by open trench or HDPE if by pipe bursting. 5. 63 sewer lateral re-connections and install 2 manholes. 6. Performing work site cleanup duties, including, but not limited to removing all debris and placing materials, supplies and equipment prior to leaving the site daily. 7. All other work as shown and specified in the Contract Documents. Question Submission Deadline:March 3, 2022, 2:00pm Payment Bond. After contract award, the successful Contractor must provide a payment bond in the amount equal to one hundred percent (100%) of the Contract Price and issued by a California admitted surety. Full compensation for furnishing the payment bond is included in the Total Bid Price. Performance Bond. After contract award, the successful Contractor must provide a payment bond in the amount equal to one hundred percent (100%) of the Contract Price and issued by a California admitted surety. Full compensation for furnishing the performance bond is included in the Total Bid Price. In accordance with Labor Code section 1725.5, all participating contractors and subcontractors must be registered with the Public Works Contractor Registration program established by the Department of Industrial Relations. Prevailing Wage. Please take notice that, pursuant to California Labor Code Section 1770 et. seq., the successful bidding contractor and its subcontractors shall pay their labor forces not less than the general prevailing rate of per diem wages as determined by the Director of Industrial Relations, and travel and subsistence pay as such are defined in applicable collective bargaining agreements filed in accordance with Labor Code Sections 1773.1 and 1773.8 of the Labor Code, for work needed and performed on this Project. Those determinations in effect at the time of publishing this notice are on file at the District's Administrative Offices and may be examined there, and copies of the determinations are available to any interested party on request. The successful bidding contractor shall, pursuant to Section 1773.2 of the Labor Code, post and maintain a copy of the wages' determinations at the Project site throughout the duration of the work. Please take notice that, if the higher of (a) the Engineer's Estimate for the Project or (b) the actual awarded bid amount (not including budget contingencies) exceeds $1 million, the Project will be subject to the Project Stabilization Labor Agreement for the West County Wastewater District, effective January 1, 2021 ("PSLA"). If the Project is subject to the PSLA, Contractor and all of its subcontractors of all tiers shall be bound by the PSLA by signing the Agreement to be Bound that is attached as Attachment A to the PSLA and returning all signed copies to the District. The only bids that will be considered must be signed by the prime contractor who proposes to undertake the work and who is properly licensed in accordance with the Contractor's License Law as provided beginning at Section 7000 of the Business and Professions Code of the State of California. The valid license(s) required for the work as follows: Class A (General Engineering Contractor), Class C-34 (Pipeline Contractor) or Class C-42 (Sanitation System Contractor). Each bid must be submitted on the forms furnished within the Contract Documents and must be accompanied by a certified or cashier's check or bidder's bond for an amount not less than ten percent of the aggregate total bid. The Contractor may substitute securities for any funds withheld to ensure performance under this Contract pursuant to Section 22300 of the California Public Contract Code. The WCW Board of Directors reserves the right to reject any or all bids for the work and waive any irregularity in bids received.
