The County of Sonoma seeks Request for Proposals (RFP) for the Sonoma County Administrator's Office (CAO) for Management Review services for Permit Sonoma, the County's consolidated land use planning and development permitting agency that reviews, permits, and inspects any land development or construction that takes place in the unincorporated area of Sonoma County. This RFP outlines the information necessary to understand the competitive selection process and the required documentation necessary for the submission of proposals. All interested proposers must meet the requirements specified in this RFP. The CAO is seeking proposals to understand how Permit Sonoma can continuously improve its customer touchpoints to become a valued and reliable resource to its clients. A gap analysis of the current state versus customer and County staff expectations should provide actionable and prioritized recommendations on how Permit Sonoma can achieve a greater level of customer service and process efficiency across each division. This could include, among other possibilities, resource allocation, staffing, training, technology or customer service tools. Benchmark analyses, with an evaluation of current baseline service levels, will provide a perspective on the department's service operations efficiency and service levels relative to similar organizations in size, scope of responsibility, and workload, particularly high performing organizations. In addition to division-level assessments, the CAO wishes to receive detailed evaluations and recommendations for permit streamlining, permit costs, and streamlining the permit and/or regulatory process. QUESTIONS Proposers will be required to submit any and all questions in writing no later than 5:00 PM on March 4, 2022 per the schedule in order for staff to prepare written responses to all inquiries. Written responses will be shared with all potential bidders through the county's Supplier Portal in the form of an Addendum by 2:00PM on Monday, March 14, 2022. LIVING WAGE The living wage rate required under the County's Living Wage Ordinance (LWO) has increased. Effective January 1, 2022, the living wage rate required under the LWO shall be $16.75 per hour, an increase over the previous $15.00 per hour. The adjustment was adopted by the County's Board of Supervisors on December 14, 2021, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.
