Site work for a bridge / tunnel in Baltimore, Maryland. Completed plans call for site work for a bridge / tunnel.

CLASSIFICATION: Class - D ($1,000,001 to $2,500,000) MINIMUM VSBE GOAL: 1% PROJECT SCOPE OF WORK The work to be performed under this contract is located at the Baltimore Harbor Tunnel (BHT) on I-895 in Baltimore City. The work location is the Southbound (SB) and Northbound (NB) roadways designated as BHT West Bore and BHT East Bore, the BHT Canton Ventilation Building, the BHT Fairfield Ventilation Building, and the BHT Fairfield Service Building. The scope of work includes, but is not limited, to the following items: A. The installation, test, and warrant of single mode fiber optic (SMFO) cables, including pigtails, and patch cords. Five (5) SMFO cables shall be installed in the following locations: 1. Two (2) SMFO cables inside the BHT East Bore's existing 6-way sidewalk duct bank that routes between the BHT Fairfield and BHT Canton Buildings comprised of: a. One (1) "24-CT. EAST BHT-LOCAL" backbone fiber to be routed into and out of the existing Traffic Control Boxes (TCBs), and b. One (1) "24-CT. EAST BHT-EXP" express backbone fiber to bypass the TCBs. 2. Two (2) SMFO cables inside the BHT West Bore's existing 6-way sidewalk duct bank that routes between the BHT Fairfield and Canton Buildings comprised of: a. One (1) "24-CT. WEST BHT-LOCAL" backbone fiber to be routed into and out of the existing Traffic Control Boxes (TCBs), and b. One (1) "24-CT. WEST BHT-EXP" express backbone fiber to bypass the TCBs. 3. One (1) "24-CT. FAIRFIELD VENT" SMFO backbone cable that routes via new aerial conduit from the BHT Fairfield Service Building Computer Room to a new Fiber Communications Enclosure Cabinet to be installed on the 1st Floor of the BHT Fairfield Ventilation Building. All five (5) SMFO cables shall terminate inside the existing "HUB 7 Rack 2" cabinet located in the BHT Fairfield Service Building Computer Room. The four (4) SMFO cables that route through the tunnel East and West bores shall also terminate at the BHT Canton Ventilation Building with a designated midway splice point at the Mid-River Sump Station. In addition to the five (5) SMFO cables, one (1) "CAT-6 FAIRFIELD RELAY ROOM" cable shall be routed via an existing conduit raceway from the BHT Fairfield Service Building Computer Room (a.k.a. Server Room) down to the basement Relay Room switchboard cabinet labeled "Backup PLC." These SMFO and CAT-6 cables will serve as the new communication media that will replace the existing blue hose/ data highway communication cables in use by the programmable logic controller (PLC) and Supervisory Control and Data Acquisition (SCADA) System. A future project will replace the existing PLCs and ancillary components and utilize the new fiber optic communications system. As the PLC replacement project requires the completion of the fiber optic installation, the schedule for this project is crucial and liquidated damages shall be incurred if the project is not completed by end date. This project will be the first step as the MDTA improves the reliability and resiliency of the SCADA System at the BHT. The fiber at each TCB will allow for ethernet communications, and distributed PLC control of the lane use signals, carbon monoxide (CO) sensors, hydrocarbon (HC) sensors, ventilation/exhaust fans and pumps. The extension of the fiber optic system from the BHT Fairfield to Canton Buildings will allow for the future project to install a redundant PLC at both buildings hereby providing for a fully redundant, fault-tolerant system that will enable operations of SCADA and PLC System in the event of a catastrophe at one of the buildings. B. The installation of fiber communication equipment in the existing TCBs and other BHT communications cabinets. This equipment shall comprise of one or more of the following: 1. Fiber Distribution Centers 2. Splice Enclosures 3. BRS-30 Hirschmann BOBCAT switches 4. Power conditioners, surge suppressors, and/or distributors 5. Cable management devices, equipment mounting hardware, and other miscellaneous items as shown on the plans C. Miscellaneous repairs as directed by the Engineer. D. Maintenance of traffic will be provided by MDTA Operations. All scheduled work inside the tunnel bores will be restricted to nighttime hours during MDTA programmed tunnel closures. MINIMUM MBE GOALS: Overall 15% with no Sub-Goals MINIMUM VSBE GOAL: 1% PROJECT TIME: 395 Calendar Days MDOT - Call Order: 100 Baltimore Harbor Tunnel (BHT) In-Tunnel Fiber Improvements *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. All questions are due no later than 3:00 p.m., local time, on March 17, 2022
