Site work for a laboratory facility in El Reno, Oklahoma. Completed plans call for site work for a laboratory facility.

A. Project Title: Remove/Replace 6000 LF of fencing for El Reno, OK. B. Competition is set aside for Total Small Business. Applicable NAICS code is 238990, All Other Specialty Trade Contractors. C. In accordance with Federal Acquisition Regulation (FAR) 36.204, the magnitude of this construction project is between $25,000 and $100,000. D. Prospective offerors shall complete block 14, 15, and 19. E. Prospective offerors shall be registered with Systems for Awards Management (SAM) with an active registration. Period of Performance: 03/04/2022 to 05/03/2022. Repair/replace approx. 6,000 l.f. of location fences. See SOW. Product/Service Code: Z2JZ Product/Service Description: REPAIR OR ALTERATION OF MISCELLANEOUS BUILDINGS. )The amount of the bid guarantee shall be 20% percent of the bid price or $3,000,000.00, whichever is less. The contract price includes the total amount for premiums that the contractor attributes to the furnishing of performance and payment bonds required by the contract. Reimbursement for bond premiums under the clause at FAR 52.232-5, Payments under Fixed-Price Construction Contracts, shall not cover any amount therefor not included in the contract price. The Grazinglands Research Laboratory is in need of approximately 3500 feet of old fence removal and 6000 new fence installation as shown on the attached file "interior fence pasture 8, 10 and 15". 1.0 Remove approximately 3500 feet of existing fence wire and posts must be removed and stacked in designated locations to be hauled-off/disposed of by contractor upon project completion. A. New fence is 5 strand barbed wire on steel posts. 4" steel pipe corners and line braces supported by 2 7/8" horizontals. 2.0 Install approximately 6000 feet of New fence in the same alignment as the existing/ electric fence. A. All fence materials, tools and labor must be supplied by contractor. B. Materials must be new, American made. C. Wire: 12 1/2 gauge 4 point barb wire. D. Line Posts: heavy duty 6 foot green t-posts at 1.33 lb. per foot. E. Braces: To match existing 4 1/2 " od structural pipe and 2 7/8"od structural pipe rails installed at changes alignment direction, and at 1/4 mile points. F. T-post clips. G. Posts must be spaced at a maximum of 15 feet (Rod) centers and all wire secured to t-post with fence clips, all wire must be secured to braces and stretched so no wire sag is visible in fence. H. T-posts must be installed 1 foot in the ground, brace posts installed 3 feet in the ground. I. One H brace/corner brace must be installed every 1/4 mile minimum and wire cut and wrapped at that point. J. Wire spacing to match existing fences. K. 5 Gates to be placed where specified (marked with star on map). All gates must match existing 16' gates 2 3/8" 20 gauge tubing vertical bracing at 4' and horizontals at 1'. L. Davis Bacon Wage Rates apply to all construction projects in excess of $2,000. Employee certified payroll logs for the project will be required to verify wage rates are being adhered to. M. Bid and Payment Bonds will be required for projects exceeding $35,000. Obtaining and the cost of these bonds is the responsibility of the Contractor. N. Proof of Liability Insurance will be required. O. Contractor must be registered in the government's System for Award Management (SAM) for the quote to be accepted. P. The Contractor must register in the government's Invoice Payment Platform (IPP) and submit invoice electronically for payment. Q. A pre-bid site visit will be offered on at 10:00 AM Central Time __________________ R. All work to be completed by ______________________ The purpose of this amendment is to change the site visit date to 28 Feb '22 @10am. Location is the same. The closing time for quotes is also extended. LIST OF CHANGES: Bids due date : 03-MAR-22 changed to 04-MAR-22 Solicitation due time : 17:00 PM changed to 13:00 PM Site visit date is changed to 28 Feb '22 @10am. Same Location. Period of Performance: 03/04/2022 to 05/03/2022 as per addendum 1 *The value for this project is based on a financial range.
