On behalf of the Michigan Department of Corrections (MDOC), the Department of Technology, Management, and Budget (DTMB) is requesting professional engineering services for Phase 100 Study, Phase 500 Final Design, Phase 600 Construction Administration, and Phase 700 Field Services for pavement improvements at the Muskegon Correctional Facility Paving improvements will apply to existing asphalt pavement at the Administration Building parking lot, the Heating Building parking lot, the Maintenance/Storage Building parking lot, the perimeter road around the facility including the primary entrance driveway, and inside service roads, inside parking lots, and inside asphalt and concrete sidewalks. The existing inside sidewalks may need to be widened to accommodate small all-terrain utility maintenance vehicles, and a new sidewalk is needed near the sally port gate. The PSC is requested to investigate, provide recommendations, and create construction documents for pavement reconstruction, pavement rehabilitation, and pavement preventative maintenance strategies for upgrades to the facility's roads and sidewalks while applying a cost effective & technically effective strategy for ensuring high quality pavement conditions. This may include a variety of pavement treatments, such as: full pavement reconstruction, crush and shape, mill and resurface, HMA overlays, or seals (single chip, double chip, fog seal). The PSC may need to coordinate with other MDOC projects that impact this scope.
