The City of Lake Stevens, Washington (the City) is requesting proposals from experienced consulting firms (Proposer) to develop a Housing Action Plan ("Plan"). The Plan should analyze and build upon recent housing strategies and code development work in Lake Stevens, while considering Buildable Lands information and updated Growth Targets as well as HB 1220. The Plan should identify specific housing needs, opportunities and constraints for Lake Stevens over the next 20 years, including incentives to meet affordable and market rate housing needs across a wide variety of housing types and which are accessible to a greater variety of incomes. The Plan should provide the framework for the city to update its Comprehensive Plan Housing Element for the 2024 update. All questions and responses will be posted to the city website bids page on March 4, 2022. The City has established a screening committee consisting of key city staff, including the Planning Manager and Community Development Director, who will evaluate the proposals based on their ability to achieve the project intent and complete the tasks identified in the RFP and within the project budget. The City reserves the right to select a Proposer based solely on the information submitted in the proposal and to make a contract award without any further discussion with the Proposers regarding the responses received. Therefore, responses should be submitted initially on the most favorable terms available to the City from a price, contractual terms and conditions, and technical standpoint. The City also reserves the right to conduct discussions with individual Proposers. The City is not under any obligation to reveal to a Proposer how a response was assessed or to provide information relative to the decision-making process.
