The City of Virginia Beach Reserves the Right to Accept or Reject Any or All Bids/proposals in Whole or in Part and to Wave Any Informalities in the Bid/proposal Process and Reserves the Right to Enter Into Any Contract Deemed to Be in the Best Interest of the City.
