Requests for clarification are due Monday, February 28, 2022 4:00:00 PM [(UTC-05:00) Eastern Time (US & Canada)]. The City of Lancaster is seeking to retain a qualified Contractor to perform the Project as defined herein. The work is generally described as curb and sidewalk repairs and improvements within the City. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. A Bid must be accompanied by Bid security made payable to City in an amount of 10% percent of Bidder's maximum Bid price The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if, in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject Bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind. The Work (entire contract) is to be substantially completed, and completed and ready for final payment, within Two Hundred and Seventy Five (275) calendar days from the Notice to Proceed (assumed to be March 31, 2022) and finally completed within Two Hundred and Seventy Five (275) calendar days from the date of the Notice to Proceed. It is the owner's expectation that a Notice to Proceed will be issued no later than March 31, 2022. Any delay beyond March 31 will adjust the end dates for the contract and its subparts, below. In reviewing the bids, the City will review the bidder's experience, necessary facilities, and financial resources to furnish the items of this Contract, and the City reserves the right to reject the Bids of any bidder not possessing satisfactory qualifications.
