The Cumberlands Airport Commission (Commission) is seeking proposals from qualified consulting firms for planning, design and engineering services for airport related projects at the Lonesome Pine Airport. It is anticipated that the work associated with these projects will be accomplished with Federal Aviation Administration (FAA) funds, Virginia Department of Aviation (DOAV) funds, and local funds. The proposed length of services will be for one (1) year, with up to four (4) additional one (1) year renewal periods. SCOPE OF WORK The projects may include the preparation of plans, specifications, cost estimates, contract administration, project inspection and any other report or items necessary. The basic services to be provided by the Engineer may include, but are not limited to, the following project phases: 1. Preliminary: Involves those activities required for defining the scope of a project and establishing preliminary requirements. 2. Design: Includes all activities required to undertake and accomplish a full and complete project design. 3. Bidding or Negotiation: Involves advertising and securing bids, negotiating for services, analyzing bid results, furnishing recommendations on the award of contracts and preparing contract documents. 4. Construction includes all engineering services rendered after the award of a construction contract. EVALUATION CRITERIA Each respondent will be evaluated based on the criteria listed below. Firms submitting proposals shall include statements addressing the following: 1. Credentials of staff to be assigned to the Airport. 2. Prior performance with planning, design and construction projects at similar airports in Virginia. 3. Overall qualifications and performance of the firm. 4. Experience with Federal and Virginia grant procedures. 5. Evidence of an Affirmative Action Plan. 6. Information regarding availability of the firm to accomplish projects in a timely manner. NON-DISCRIMINATION In compliance with the Code of Virginia, Title 2.2, Chapter 43, the successful firm shall agree as follows: a. The Engineer will not discriminate against any employee or applicant for employment because of race, religion, sex or national origin except where religion, sex or national origin is a bona fide occupational qualification reasonably necessary to the normal operation of the Engineer. The Engineer agrees to post in conspicuous places, available to employees and applicants for employment, notices setting forth the provisions of this nondiscrimination clause. b. The Engineer, in all-solicitations or advertisements for employees placed by or on behalf of the Engineer, will state that such Engineer is an equal opportunity employer. c. Notices, advertisements and solicitations placed in accordance with federal law, rule or regulation shall be deemed sufficient for the purpose of meeting the requirements of this section. d. The Engineer will include the provisions of the foregoing paragraph a, b, and c in every subcontract or purchase order over $15,000 so that the provisions will be binding upon subcontractor or vendor. MISCELLANEOUS REQUIREMENTS The Commission reserves the right to reject any or all proposals, to negotiate separately in any manner necessary and within the law, to serve the interest of the right to initiate additional or alternate procurement actions at any time. This action may include termination of the services of the selected consultant. The Commission will review all proposals based upon the above criteria and enter negotiation with the number one ranked firm.
