Instructions to Bidders, Proposal Forms, Specifications, Plans and Contract Documents, etc. may be examined without charge at the office of the Greater Texoma Authority, Texas, 5100 Airport Drive, Denison, Texas 75020, or downloaded from CivCast. The Project consists of: o Replacement of approximately 27,000 LF of asbestos cement (AC) water mains and services with high density polyethylene (HDPE) pipe by a combination of pipe bursting, horizontal directional drilling and open trench methods; all mains are in the public r.o.w. and portions of the service connections are on private property. o Installation of new fire hydrants, fire hydrant service lines and water appurtenances. o Abandoning (in place) portions of the existing AC mains that are to be replaced as part of this Project. A certified check or bank draft payable to the Greater Texoma Utility Authority or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, handicap, age or national origin. Any contracts awarded under this Invitation for Bids is/are subject to the American Iron and Steel (AIS) requirements of P.L. 113-76 Consolidated Appropriations Act, 2014. This contract is subject to the Environmental Protection Agency's (EPA) "fair share policy", which includes EPA-approved "fair share goals" for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Services procurement categories. EPA's policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements, to Minority Business Enterprise and Women-Owned Business Enterprise firms. Although EPA's policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps. The current fair share goals for the State of Texas are as follows: CATEGORY MBE WBE CONSTRUCTION 12.94% 8.72% SUPPLIES 9.68% 9.34% EQUIPMENT 7.12% 5.39% SERVICES 10.84% 5.72% The Greater Texoma Utility Authority reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by GTUA for a period not to exceed 60 days from the date of the bid opening for the purpose of receiving bids and investigating the bidder's qualifications prior to the contract award. 1. The contract will be contingent upon release of funds from the Water Development Board 2. Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by a loan from the Texas Water Development Board. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract. 3.
