PN- EB-0001160 For Water Reclamation Facility Filtration System Replacement A. A bidder may withdraw their bid, either personally or by written request, at any time prior to the scheduled time for opening bids. B. No bidder may withdraw their bid for a period of forty-five calendar days after the date set for opening thereof, and bids shall be subject to acceptance by the Owner during this period. A. A contract will be awarded only to a responsible bidder, qualified by experience and in a financial position to perform the work specified. B. If the bidder has not been pre-qualified with UF Procurement Services within the fiscal year (July 1 through June 30), the bidder may be required to submit the following evidence of eligibility: 1. Evidence that bidder is licensed by the appropriate government agency to perform the work specified. 2. Experience record showing bidder's training and experience in similar work. 3. A brief description of three to five projects of similar size and/or complexity satisfactorily completed over the last five years, including location, dates of contracts, names of contracts, and names and addresses of owners. The Contract, if awarded, will be awarded to the responsible and responsive bidder who has proposed the lowest Contract Sum, subject to the owner's right to reject any or all bids and to waive informality and irregularity in the bids and in the bidding. Acceptance or rejection of any bid will be at the owners sole discretion. If any person contemplating submitting a bid for construction of the Work is in doubt as to the true meaning of any part of the Contract Documents, or finds discrepancies in or omissions from any part of the Contract Documents, they may submit a written request for interpretation thereof no later than March 8, 2022 at 5:00 PM, local time, to Karen Olitsky, Procurement Agent III at kolitsk@ufl.edu. The person submitting the request shall be responsible for its prompt delivery. Date of beginning, rate of progress and time for completion of Work for this Project are ESSENTIAL CONDITIONS of Contract. Successful Bidder hereby agrees that Work required by this Contract shall be commenced within ten (10) calendar days after issuance date of written Notice to Proceed; that all insurance and permits will be obtained; that all documents and notices will be filed; that all requirements as specified will be met; and that Work shall be prosecuted regularly, diligently and uninterruptedly at such rate of progress as will insure Substantial Completion of entire Project within nine (9) months after receipt of Notice to Proceed, and shall be finally completed within 30 days after the date of Substantial Completion. The Contractor shall furnish all labor, superintendence, materials, plant, power, light, heat, fuel, water, tools, appliances, equipment, supplies and other means of construction necessary or proper for performing and completing the Work. The Contractor shall perform and complete the Work in the manner best calculated to promote rapid construction consistent with safety of life and property and to the satisfaction of the Engineer, and in strict accordance with the Contract Documents. The Contractor shall clean up the Work and maintain it during and after construction, until accepted, and shall do all Work and pay all costs incidental thereto. The Contractor shall repair or restore all structures and property that may be damaged or disturbed during performance of the Work. The cost of incidental Work described in these General Requirements, for which there are no specific Contract Items, shall be considered as part of the general cost of doing the Work and shall be included in the prices for the various Contract Items. No additional payment will be made. The Contractor shall provide and maintain such modern plant, tools, and equipment as may be necessary, in the opinion of the Engineer, to perform in a satisfactory and acceptable manner all the Work required by this Contract. Only equipment of established reputation and proven efficiency shall be used. The Contractor shall be solely responsible for the adequacy of his workmanship, materials and equipment, prior approval of the Engineer notwithstanding.
