The County reserves the right to address questions via a published addendum to this RFQ. This includes publishing the question verbatim or paraphrased (information about the person submitting the question, or their firm, will not be published.) See the Addenda section Purpose Harnett County ("County") is a rapidly growing community in the Research Triangle Region of central North Carolina with a population of 133,568, according to the 2020 U.S. Census. The County's population increased by more than 16% from 2010 to 2020, and has nearly doubled since 1990. Harnett County is located between the metropolitan areas of Raleigh and Fayetteville, and is experiencing substantial growth in its unincorporated areas, the result of which is increased demand for County services. The County is seeking assistance with future facility planning to include an analysis of the current condition and capacity of the County's facilities along with an assessment of future staffing needs and recommendations on how the County can best address future growth needs through the planning of County facilities. Along with this Facilities Space Needs Plan, the County is seeking feasibility studies with cost estimates related to (1) accommodating the current and future needs of the Harnett County Board of Elections, located at 308 West Duncan Street, Lillington; (2) developing the existing unfinished space on the third floor of the Harnett County Courthouse, located at 301 West Cornelius Harnett Blvd, Lillington, and potentially adding a fourth floor to the current Courthouse; and (3) developing the existing unfinished space in the Harnett County Department of Social Services building, located at 311 West Cornelius Harnett Blvd., Lillington. The County requests sealed qualifications for a qualified firm to prepare a Facilities Condition Assessment, Space Needs Plan and Feasibility Study as described above. This Plan will be based on quantitative and qualitative data, such as space needs and facility condition, to address the County's immediate and long-range needs. The overall goal is to provide adequate, sufficient, environmentally friendly, and functional space for County employees to effectively and efficiently perform required duties and responsibilities.
