Renovation of a mixed-use development in City of Wilkes Barre, Pennsylvania. Completed plans call for the renovation of a medical facility.

This project consists of replacing approximately 20,000 square feet of roofing on Building 27 at the Wilkes-Barre VA Medical Center. 2. The Project will include (but not limited to) the following work for each roof: a. Provide all labor, equipment and materials to install the new roof system over the prepared substrate. b. Contractor shall supply Safety plan. c. Contractor shall comply with ICRA, keeping the interior area clean from there entre on the roof to the loading dock area. d. Contractor shall supply a shop drawing of the roofing system to show water flow. e. Remove the existing roofing smooth BUR w/coating system roof down to existing concrete/medal decking. Only as much roofing will be removed as can be replaced in the same day. The removal of all debris from the roof and the ground, daily. f. Remove all obsolete vents, units and penetrations from the roof area and repair accordingly. (As needed) g. Repair all areas of concrete/metal decking that require patching. h. Install a 60-mil 0.35(1.71) Ethylene Propylene Diene Terpolymer (EPDM) Membrane. Shall sustain 90MPH winds. Submit specific materials for a 90mph VERSIGARD Roofing Product, roofing system. The roofing shall be installed by a Certified VERSIGARD Installer. i. Installer specified products with satisfactory service on five similar installations for a minimum five years. Project experience list shall provide contacts names and addresses for completed projects. j. Fabricate and install new pressure treated wood blocking and aluminum gravel stop at roof perimeter. (As needed) k. Cut into existing reglet at the rising walls where applicable. Fabricate and install new copper counter flashing. l. Roof shall have positive drainage to roof drains. There shall be no standing water. Roof Crickets shall be constructed to divert water away from the from penthouses to the roof drains. m. Roofing contractor shall conduct flood test by plugging the drains and fill the roof with water. To check for leaks. n. Replace all (18) roof drains. Size of new drains to match existing. This is a full replacement of the drains. The drain shall be completely removed to the closet coupling beneath the roof. The drain shall be clamped to the concrete/metal decking. o. Fabricate new copper or lead flashings to all pitch pockets and fill with pourable sealer. p. Fabricate new lead flashings to all vent/heat stacks and overflow scuppers. All piping shall be extended at least 14" past the roof the finish roof. all piping material shall be metal, same size as existing piping. (no PVC piping) q. All items moved or disturbed during construction will be returned to the original location/condition. r. Provide all construction layouts and details for VAMC review and approval. s. Remove all job-related debris from the premises daily. t. Lightning protect will be updated to newest code's and recertified. u. Roof shall have a twenty-year Manufacturer's NDL (no dollar Limit) warranty to be provided by roof manufacturer. The Twenty-year warranty shall be the whole TOTAL SYSTEM WARRANT, that shall consist of roofing materials, flashing, all other metal components and Labor for all work. v. They shall be a safety rail installed on the top of the exterior and interior parapet wall. The total height shall be no less than 42" with the combination parapet wall and safety rail. (Approximately 1000ft, contractor verify length) w. They shall install 2 rows of Bird Spikes to the top of the parapet walls they shall be fastened down to the top and shall with-stand 90mph winds. (Approximately 2000ft, contractor verify length) x. All metal caps and all other metal components shall be able to withstand 90mph winds. y. All crane activity shall be conducted on weekends only. z. All in-take ducts shall have Charcoal filters over the openings to contain the debris and smells from the roofing project. aa. If a patient area is affected by the Noise, Smell, Debris or any other factors, the VA COR can alter the work schedule to be performed afterhours and weekends. The contractor shall abide by all federal, state, and local code/regulations/standards shall be followed. Worksite is located on the second and eight floor of the Wilkes-Barre VAMC, 1111 East End Boulevard, Wilkes-Barre, PA 18711. All work will perform during normal business hours 8:00AM to4:30PM Monday to Friday excluding national holidays. a) Bidding materials consisting of drawings, specifications and contract forms may be obtained by qualified General (Prime) Contractors interested in submitting bids direct to the Department of Veterans Affairs from www.betasam.gov (b) Subcontractors, material firms and others interested in preparing sub-bids may obtain a list of Prime Contractors from www.betasam.gov via the Interested Vendors Section. (c) A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of bids, will require rejection of the bid in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then. (d) If the contract will exceed $150,000 (see FAR 28.102-1 for lesser amount), the bidder to whom award is made will be required to furnish two bonds, a Payment Bond, SF 25A, and a Performance Bond, SF 25, each in the penal sum as noted in the General Conditions of the Specification. The scope of work shall generally consist of, but not necessarily be limited to, providing all labor, materials, tools, equipment, permits, testing, inspections and reports required to install a new roof system over the prepared substrate of Building 27 at the Wilkes-Barre VA Medical Center. replace the underground fuel oil storage tank system for the boiler plant at the Wilkes-Barre VA Medical Center as defined by the drawings and specifications. Magnitude of Construction: Between $1,000,000.00 to $5,000,000.00 The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for-- March 24, 2022 2:00 PM Local (c) Participants will meet at-- Rm C6-70 Bldg 1 WBVAMC *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
