Contractors are responsible for verifying receipt of prequalification proposals. It is highly encouraged to confirm receipt by contacting Meg Goecker at (251) 378-9006 prior to the deadline. An Addendum will be issued listing those contractors that have been determined to be qualified to construct the Project within five (5) business days from the prequalifications proposal deadline. Bids will only be accepted from Bidders that attend the mandatory pre-bid conference and that are determined to be prequalified Contractors. The Project includes the following Work: The BASE BID work consists of hydraulic dredging of an offshore borrow area to construct intertidal marsh mound habitat (approximately 50 acres) in Graveline Bay located on the north side of Dauphin Island, AL. The marsh habitat will consist of marsh mounds, varying in size, and vegetative plantings. The work will be performed from the water. An ADDITIVE BID ALTERNATE consists of constructing up to 10 additional marsh mounds (approximately 10 acres) with vegetative plantings. The prequalification procedure is intended to identify responsible and competent bidders relative to the requirements of the Project. Bidding documents which include the prequalification proposal requirements may be obtained from the Issuing Office. For all further requirements regarding pre-qualifications, bid submittal, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00 a.m. - 4:00 p.m. with 24-hour notice (send notice to: mgoecker@moffattnichol.com), partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner (Town of Dauphin Island) nor Engineer (Moffatt & Nichol) will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Electronic (PDF) copies of the complete Bidding Documents for this project may be obtained via email at no cost (send request to: mgoecker@moffattnichol.com). Cashiers checks for Bidding Documents shall be payable to Moffatt & Nichol. All bidders must comply with requirements of the Contractor's Licensing Law of the State of Alabama and be certified for the type of work on which the proposal is submitted. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders. All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license in the Prequalification Proposal. No bidder may withdraw his bid within 60 days after the opening thereof. All bidders must comply with the President's Executive Order Number 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. The Town of Dauphin Island is an Equal Opportunity Employer. The Owner reserves the right to waive any informalities, or to reject any or all bids, and to award the contract to the best and most responsible bidder. Prequalification Proposals shall include a list of projects successfully completed in the last 10 years, having similar scope of work and additional company information as requested. At least one completed project (within the last 10 years) should be listed to demonstrate experience with a coastal restoration project with a minimum of 50,000 cubic yards of dredged material.
