The City of Walla Walla (City) is seeking proposals from qualified companies for on-call, environmental, and remediation services for the City-owned Sudbury Road (SRL), Tausick Way (TWL), and Isaacs Inert Waste (IIWL) Landfills, and other sites as needed. The on-call services may include, but are not limited to, environmental consulting, compliance monitoring and data review, report preparation, meetings and presentations with the City and regulatory agencies, the design and preparation of contract documents and permits, sampling and analysis plan preparation, remedial investigation and feasibility studies, cleanup actions, and installation or decommissioning of wells; as requested by the City. The City's longtime consultant, Schwyn Environmental Services has notified the City that they will not be looking to renew their contract due to retirement once their contract expires in June 2022. They are willing to be retained for an additional 6-months to overlap the selected consultant to provide a transition of information. The IIWL is approximately 14 acres in size located at 2740 East Isaacs Avenue of Walla Walla, Washington (refer to figure 2). The southern boundary of the IIWL abuts a portion of the northern boundary of the TWL. The IIWL property has a history of mining and waste disposal. Sand and gravel were historically excavated from the property. The site was not part of the TWL, nor permitted for MSW acceptance. The site was permitted for disposal of inert waste fill in the 1990s. The City purchased the property in 1999 from the bank after the former owner declared bankruptcy. In February 2004, the Ecology Toxics Cleanup Program submitted an Early Notice Letter to the City indicating that Ecology had received reports from the bank that solid waste and contaminated soil had been discovered on the property. As a remedial action, the City proposed to construct a cover over the MSW using inert waste. A Solid Waste Permit Application was submitted to the WWCHD on August 1, 2006, and an inert waste landfill permit was granted in accordance with WAC 173-350 by the WWCHD on August 30, 2006. Six groundwater and three landfill gas wells are located on the property. The groundwater wells were sampled during preliminary studies and have not been sampled since 2017. The landfill gas wells are monitored quarterly by City staff. The landfill was closed in 2021. The term of the contract is for one year from the contract execution date with two additional one-year extensions at the owner's option. The City reserves the right to reject any or all proposals, or portions thereof and waive minor irregularities The method of contractor selection has not been determined at this time.
