The Pre-purchase Agreement will result in the purchase of butterfly valves and associated services for eleven existing filters and backwash rate-of-flow (ROF) valves (BW-MV-1 and BW-MV-3). The Scope includes, but is not limited to, the following major elements: o Manufacture of valves for Filters 1-11 and Backwash ROF valves (BW-MV-1 and BW-MV-3). o Mounting of all electric actuators provided by the Owner to the valves being furnished. Actuators will be turned over in two phases: i) actuators for Filters 4-11 and BW-MV-1 and ii) actuators for Filters 1-3 and BW-MV-3. o Coordination with the actuator manufacturer to ensure the correct mounting bracket for each valve is utilized. The mounting brackets shall be provided by the valve manufacturer. Valve manufacturer services include testing of each assembled valve and actuator as a system, and startup services. o Provision of shipping, FOB Destination from Owner's facility to Manufacturer's facility for Owner-provided electric actuators. o Provision of shipping, FOB Destination for assembled valves and electric actuators from Manufacturer's facility to Owner's facility. o The Manufacturer shall pay for, and assume risks associated with, transportation of the Goods and retain title and control until the Goods are delivered to the Point of Destination. The Valve Pre-purchase Contract will be awarded as one Contract. Only Bids submitted by valve manufacturers meeting the contract requirements will be considered. All questions related to the Valve Pre-purchase Contract shall be submitted by email no later than 4:00 p.m., local time, April 22, 2022 to the Engineer's Project Manager, Frank Rombardo, at frombardo@hazenandsawyer.com. Questions, if answered, will be addressed by addendum to the Valve Pre-purchase Contract Documents. Receipt of any amendment to this Advertisement for Bids shall be acknowledged, in writing, and shall be submitted with the Bid. Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent of the total amount payable by the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal amount. The Bid Bond shall be prepared on the Bid Bond form attached to the Valve Pre-purchase Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as Surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570. Each Bid must also be accompanied by a notarized Non-Collusion Affidavit of Bidder, Affidavit Verifying Status for Cobb County-Marietta Water Authority Public Benefit Application, and Security and Immigration Compliance Act Certification. Bids shall be submitted only under the legal name certified to transact business. The Owner will in no way be liable for any costs incurred by any Bidder in the preparation of its Bid in response to this Advertisement for Bid. The successful Bidder will be required to furnish a Performance Bond, Payment Bond, Certification of Seller's Attorney, and Seller's Affidavit and Agreement with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The terms and time for payment are set forth in the Agreement. All Bids will remain subject to acceptance for sixty (60) days after the day of the Bid opening, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date. The Owner reserves the right to reject any or all Bids, to waive informalities and re-advertise.
