NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN that Sequoia Union High School District ("District") will receive sealed bids for the construction of the Carlmont High School Performing Arts Center Roof Repair project at 1400 Alameda de Las Pulgas, Belmont, California in accordance with the plans and specifications prepared by The Garland Company. ("Architect"). 1. Time of Opening: Bids will be opened on March 15, 2022. Bid documents must be sealed, marked with the project name and bid title. All Bids must be received at the Construction Department of the Sequoia Union High School District located at 480 James Avenue, Redwood City, CA BEFORE 2:00 PM on March 15, 2022. Bids which are submitted on or after 2:00 PM or facsimile bid transmissions will not be accepted. 2. Contractors Requirements: a. All Bidders must have and maintain a Class C-39 contractor's license in order for their bids to be considered responsive. Bidder may bid only on work of a kind for which it is properly licensed by the California Contractors' State License Board. Joint venture Bidders must possess a joint venture license. The Bidder must be licensed at the time of bid and the license must remain current for the duration of the Project. Failure to supply complete license requirement information and signature under penalty of perjury on the bid form may result in the bid being considered non-responsive and rejected. b. Pursuant to Senate Bill (SB) 854, all bidders on public works, including any project resulting from this bid process, must register with the California Department of Industrial Relations (DIR) and pay an annual renewal fee to the DIR. Only bidders that have registered with the DIR and that are current in payment of annual renewal fees are eligible to bid as contractors or subcontractors on any project resulting from this bid process. Likewise, only contractors and subcontractors that have registered with the DIR and who are current in payment of their annual renewal fees shall be eligible to receive a contract or subcontract or to perform work under any contracts resulting from this bid process. Pursuant to the California Labor Code, the general prevailing rate of per diem wages and for holiday and overtime work shall be paid to all workers employed by the contractor selected for this project. Copies of prevailing rates of per diem wages are available upon request at the District's Offices or at www.dir.ca.gov. If this project is state funded, the Department of Industrial Relations will monitor and enforce compliance with applicable prevailing wage requirements on this project through the Compliance Monitoring Unit (CMU) and enforce compliance with applicable prevailing wage requirements in accordance with the California Labor Code, including sections 1771, 1774, 1776, 1777.5, 1813, and 1815. Duration/Irrevocability of Bids: All bid proposals submitted shall be considered irrevocable offers to perform the work in accordance with the Contract Documents if a Notice of Award is issued within one hundred twenty (120) days from the date of bid opening. 4. Inspection of Site and Investigation of Applicable Regulations: Pre-Bid Site Inspection and Conference. A mandatory pre-bid site inspection and conference will be held at Carlmont High School on Wednesday, March 2, 2022 at 10:00 AM. We will meet at the entrance to the Administration Building. Attendees must sign in. The District shall have the discretion to bar attendees who fail to arrive by scheduled time from signing in if the circumstances warrant. Failure to attend the mandatory pre-bid site inspections will render the Bidder non-responsive. Before submitting a bid proposal, Bidders shall examine the drawings, read the specifications, the form of Agreement, and other Contract Documents. They shall visit the site of the proposed Project; examine the building, or buildings, if any, and any work that may have been done thereon. They shall fully inform themselves of all conditions on, in, at, and about the site, the buildings, if any, and any work that may have been done thereon. All Bidders shall inform themselves of all applicable statutory or regulations authorities that may impact work under the Project, including, but not limited to, local noise ordinances and other local regulation that may limit work hours or equipment used on site.
