Mankato is soliciting proposals for a Mankato Area Housing Affordability Action Plan. The Consultant shall perform to ensure fulfillment of all aspects of the Scope of Plan. Completing the tasks outlined in the Scope of Plan will be a collaborative process informed by stakeholder engagement and data compiled in the Housing Studies and supporting datasets, such as US Census Data and other data generated by local and state agencies. The Plan will describe the overall project, including identification of existing conditions, projected needs, tools and resources, and final recommendations. It should be factually-and numerically-based, drawing upon performance measures, latest population and demographic assumptions, housing data, etc. compiled from the housing studies. It will define "affordability" for Plan purposes, and serve as guidance for recommendations that will be included in the Plan. The Plan will include clear definitions of area housing issues, goals, and implementation elements to meet those goals.
