The Work will consist of: This project has been divided into four (4) Phases. Phases 1 thru 3 have been included in the base bid, while Phase 4 has been listed as an alternate bid. Phase 1 of this project consists of approximately 2,035 linear feet of roadway construction on Bayfront Park Drive. The proposed work will require the demolition of the existing roadway, as well as the addition of curbing, sidewalk, a traffic calming device, stormwater inlets/piping, water/sewer relocates, and landscaping. The project includes the addition of parallel and perpendicular on-street parking. The parking area and traffic calming device will utilize pervious pavement. Shared driveway concrete turnouts are proposed for lots without existing access. Phase 2 of this project consists of approximately 315 linear feet of new roadway that provides a "cut-through" on the west side of Moe's BBQ that will connect Bayfront Park Drive to the rear parking area behind the Mobile Infirmary medical building. On-street parking is also proposed for this phase and has been set up to utilize pervious pavement (parking only). Phase 3 includes the demolition of the existing parking area at the west end of Bayfront Park Drive. A cul-de-sac (utilizing pervious pavers) and sidewalk will be installed to connect to Phase 1. Phase 4 includes the construction of a forty-four (44) space parking lot located on the south side of Bayfront Park Drive near the mid-section of Phase 1. The proposed parking is located on a flat wooded lot and will utilize pervious pavers for parking spaces and asphalt for the drive lane. All Bids must be on blank forms provided in the Specifications and submitted in its entirety. A cashier's check drawn on an Alabama bank or a Bidder's bond, payable to City of Daphne, Alabama, for an amount not less than five percent (5%) of the amount bid, but in no event more than ten thousand dollars ($10,000), shall be filed with the Bid. The Bidder's bond shall be prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama. The City may disqualify Bidders that have had prior demands placed on a bid bond, payment bond, or performance bond within the last five (5) years prior to the date of this Bid submission. The City may disqualify Bidders that have prior or existing litigation arising from allegations regarding the quality of work performed on any contract within the last five (5) years prior to the date of this Bid submission. If the Contract is to be awarded, the City will award the Contract to the lowest responsive and responsible Bidder. No Bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of Bids without the consent of the City Council of City of Daphne, Alabama.
