a. The purpose and intent of this RFP is to establish a firm fixed-price contract with one qualified Contractor to replace the existing fire-alarm system in the courthouse as per Specification Section 01010 - Summary of Work and the Contract documents. This solicitation is issued by the Bedford County Department of Public Works on behalf of the Bedford County Board of Supervisors, a political subdivision of the Commonwealth of Virginia, herein referred collectively for convenience as "Owner". b. The project site is located at 123 East Main Street, Bedford, VA 24523. c. The intent of the RFP is to describe a describe a functionally complete project (or part thereof) to be constructed in accordance with this RFP. Any labor, documentation, services, materials, or equipment that reasonably may be inferred from the RFP or from prevailing custom or trade usage as being required to produce the indicated result will be provided whether or not specifically called for, at no additional cost to Owner. Further, the RFP documents are complementary; what is required by one is as binding as if required by all. d. The Contractor shall provide all equipment, materials, and qualified personnel required to perform the work in a professional, first-class manner. Unless specifically approved by Owner, subcontractors are not acceptable to provide services awarded through this Contract; all services must be provided by the Contractor and the Contractor's employees. Contractor personnel must be aware of the safety of the public at all times during operations, adhering to all federal, state, and local safety laws. The Contractor shall assume all on-the-job responsibilities for the actions of Contractor's personnel.
