Professional engineering services for design of sidewalk and streetlights improvement project on Greenleaf Street and Hartrey Avenue. Work shall include surveying, data collection, public & stakeholder engagement, environmental, geotechnical and civil design services necessary to develop construction plans, specifications and estimates. Improvements will primarily consist of sidewalk gap infills, new sidewalks, and street lighting upgrades The improvement includes two streets as follows: o Greenleaf Street: Grey Avenue to Pitner Avenue o Hartrey Avenue: Greenleaf Street to Greenwood Street Both of these are minor streets servicing residential and commercial usage and are under the jurisdiction of the City of Evanston. There are gaps in the sidewalk network on both sides of the street on Greenleaf Street and on the east side of Hartrey Avenue between Dempster Street and Greenwood Street. The section of Hartrey Avenue from Greenleaf Street to Dempster Street does not have sidewalks on either side of the street. Parking is in high demand and currently the 'parkway area' within the City's Right-of-Way (ROW) is utilized to do so on the east side of the street by the adjacent properties. On the west side, some private fencing/landscaping encroaches on the ROW and there are mature trees as well. The sidewalks need to be constructed to complete the network along with street light improvements in accordance to the City's Streetlight Master Plan guidelines. Design plans are expected to be substantially finalized and completed in 2022 for construction in Summer 2023 The City has a goal of 25% of the contract amount for the participation and utilization of Minority-Owned, Women-Owned, and Evanston-based businesses (M/W/EBEs) in completing a portion of the services required by the City
