Modification 1: The purpose of this modification is to: 1. Correct Place of Acceptance for the location of the fractionators to: CAR 1352.246-70 Place of Acceptance (April 2010) (a) The Contracting Officer or the duly authorized representative will perform inspection and acceptance of supplies and services to be provided under this contract. (b) The place of acceptance will be: NOAA Inouye Regional Center (IRC) 1845 Wasp Boulevard., Bldg. #176 Honolulu, Hawaii 96818 (End of clause) 2. Period of Performance is revised to 9 months from date of award. ************************* 1. This procurement is a total small business set-aside. The associated NAICS code is 238990. The small business size standard is $16.5M. 2. Please review all attached documents for complete details 3. Magnitude of Work: Between $25,000 and $100,000 4. Site Visit Information: FAR 52.236-27 Site Visit (Construction) (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. Evaluation Information: CAR 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. Feasibility of technical approach and methods proposed, and potential for attaining stated objectives and milestones on schedule using the techniques and resources described; corporate and individual qualifications for the work; adequacy of equipment, materials and facilities proposed; experience with similar projects. Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. Evaluation of this factor will be based on the information contained in the proposal and information provided by references. Price. (End of Provision) The Government intends to award a trade-off, best value, firm fixed price purchase order on an all or none basis with payment terms of Net 30. All Bidders are strongly encouraged to make a site visit to inspect all proposed work and to acquire all necessary site information to properly prepare their Quote. Failure of the Contractor to visit the site and acquire all necessary site information to properly prepare the quote shall not be acceptable cause to justify a later request for additional costs after Contract Award. Any questions that come up at the site visit must be provided to the CONTRACT SPECIALIST via email at Marilyn.Herrera@noaa.gov no later than March 1, 2022 at 4:00 p.m. MDT/MST. No questions will be answered on site. Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. A contractor that has performed a site visit will be regarded with higher technical capability unless the contractor can provide a detailed technical approach write-up with their quote for the Government to consider in place of a site visit. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. MBE (69.1%), WBE (6.9%), SBE (100%)
