Site work for a road / highway in Black Mountain, North Carolina. Design plans call for site work for a road / highway.
As of December 14, 2023, an engineer has been selected and this project is in the design status Design firm information has not been determined. A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: The Town of Black Mountain is requesting proposals to design a new water line and provide construction administration services. Enclosed are our specifications covering this project. Please review this document carefully. Should you have any questions, please contact Mary Roderick, ARP Project Administrator, by phone at 425-442-0385 or email at mary@landofsky.org. Interested firms shall submit one original and two copies of the proposal in a sealed enclosure bearing the name and address of the firm and the words Qualifications for Engineering Services for the Town of Black Mountain US 70 Water Line Project. The Town of Black Mountain (hereinafter called the "Town") invites qualified engineering professionals (hereinafter called "contractor") having sufficient experience in performing engineering services in accordance with the specifications outlined in this Request for Qualifications (RFQ) to submit a proposal. There is no expressed or implied obligation for the Town of Black Mountain to reimburse contractors or firms for any expenses incurred in preparing proposals in response to this request. The specific details shown herein shall be considered minimum unless otherwise shown. The specifications, terms, and conditions included with this RFQ shall govern in any resulting contract(s) unless approved otherwise in writing by the Town of Black Mountain. The contractor consents to personal jurisdiction and venue in a state court of competent jurisdiction in Buncombe County, North Carolina. The Town is requesting proposals for the design and construction administration of a new water line to utilize the full capacity of the pump station at 2992 US Hwy 70. There is currently an 8" pit cast line that runs east from the pump station on US Hwy 70 before cutting through an easement at 3028 US Hwy 70, going under Old US 70, continuing east and tying in at the intersection of N. Blue Ridge Rd. The project will be funded with federal funds from the American Rescue Plan Act, and is subject to compliance with applicable federal regulations, terms, and conditions. Engineering services shall include, but are not limited to, standard tasks necessary for the implementation of the project: 1. Determine if the existing water line should be replaced and upsized, or if an additional line is needed to utilize the pump station's capacity. 2. If an additional line is needed, determine the size and alignment of the new line. One potential option, depending on a right-of-way easement, is to leave 2992 US Hwy 70 and cross under US HWY 70. This would require a directional bore. The line would continue east for approximately 3,700 ft. and tie in on the east side of the intersection at Blue Ridge Rd. 3. Develop a final engineering design for the water line and construction bid package. 4. Assist Town in conducting the bid opening and contractor selection. 5. Supervise construction work on-site, including surveying and field-staking. 6. Review and approve contractor payment requests and change orders. 7. Provide "As-Built" plan drawings to the Town upon project completion. 8. Complete final inspection, testing and certifications. Required Qualifications Contractors will be evaluated in part on the basis of the following criteria: 1. Professional qualifications necessary for satisfactory performance of required services. 2. Specialized experience and technical competence in the type of work required. 3. Capacity to accomplish the work in a timely manner. 4. Past performance on contracts for similar projects with government agencies and private industry in terms of cost control, quality of work, regulatory requirements, and compliance with performance schedules. The person/firm must keep current all required insurance coverage sufficient to cover the projected liability of the assigned project. As part of the contract, the person/firm will be required to provide evidence of coverage of professional liability insurance and evidence that it will indemnify and hold harmless the Town from any and all claims and/or liability which may arise as a result of the person/firm's negligence, errors and/or omissions. The Town reserves the right to reject any or all proposals, waive technicalities, and to be the sole judge of suitability of the services for its intended use and further specifically reserve the right to make the award in the best interest of the Town.
