Site work for a water / sewer project in Woodbury, New Jersey. Completed plans call for site work for a water / sewer project.
The work generally includes the furnishing of all labor, material and equipment necessary for the cleaning and CIPP lining of approximately 2,600 LF of 8-inch gravity sewer, replacement of sanitary sewer laterals and all work set forth in these Specifications and shown on the Plans for the Sanitary Sewer Rehabilitation at East Woodbury, in the Township of Deptford. No refunds will be made except as provided in N.J.A.C. 40A:11-24b which allows for the return of documents in reasonable condition within 90 days of notice that the contract has NOT been awarded. PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS, EITHER BY MAIL OR IN PERSON. NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER'S OFFICE. The Deptford Township Municipal Utilities Authority reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Deptford Township Municipal Utilities Authority. Bids must be on the bid form prepared by Bach Associates, PC, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Ms. Roberta Maronski, Executive Secretary, Deptford Township Municipal Utilities Authority, 898 Cattell Road, Wenonah, New Jersey 08090. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary monies to do the work being provided by the Deptford Township Municipal Utilities Authority in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary monies to do the work have been provided by the Deptford Township Municipal Utilities Authority in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. (P.L. 1975, C. 127) and N.J.A.C. 17:27 (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act) and 42 U.S.C. 12101, et. seq. (Americans with Disabilities Act of 1990). The contractor is further notified that he must comply with P.L. 1977, C. 33, and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with P.L. 1999, C. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with P.L. 2004, C. 57 and submit proof of business registration and submit proof of business registration for any named subcontractor's in accordance with the act. Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et. seq. This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et. seq. The right is reserved to reject any or all proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Deptford Township Municipal Utilities Authority, is the lowest responsible bidder and to waive such informalities as may be permitted by law. Business entities are advised of their responsibility to file an annual disclosure statement of political contributions with the New Jersey Law Enforcement Commission (ELEC) pursuant to the requirements of N.J.S.A. 19:44A-20.27 (New Jersey Pay-To-Play Law) if they receive contracts in excess of $50,000 from public entities in a calendar year. Business entities are responsible for determining if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532 or at www.elec.state.nj.us. The signed Proposal forms and bid security must be delivered to the place and on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractor's Performance Bond, Saturdays, Sundays, and Holidays excepted. This contract is funded in part by the New Jersey Infrastructure Bank and that the successful bidder must comply with all the provisions of N.J.A.C. 7:22-9.1 et seq. for the participations of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). Contractors must comply with the Project Plan developed by the project sponsor fulfilling SED utilization. The project includes work associated with rehabilitation of sanitary sewer main in the Township of Deptford. The work generally includes the furnishing of all labor, material and equipment necessary for the cleaning and CIPP lining of approximately 2,600 LF of 8-inch gravity sewer, replacement ofsanitary sewer laterals and all work set forth in these Specifications and shown on the Plans forthe Sanitary Sewer Rehabilitation at East Woodbury, in the Township of Deptford.
