Demolition, site work and addition to a mixed-use development in Somers Point, New Jersey. Working plans call for the addition of a educational facility; for the demolition of a educational facility; and for site work for a educational facility.

It is expressly understood that the Design-Builder is responsible for getting the Statement of Qualifications (SOQs) to the Business Administrator prior to the time and date for the SOQ opening. Any SOQ received after the closing time will be returned unopened. In order to be considered, SOQs must be sealed, and the outer envelope clearly marked with the name of the Design-Builder and the following: Chartertech High School for the Performing Arts Proposed Performing Arts Auditorium Addition. This DESIGN-BUILD Request for Qualifications is the first of a two-step procurement process. The purpose of this Request for Qualifications (RFQ) is to allow the Board of Trustees' Technical Review Committee to determine, based upon review and evaluation of the SOQ's, a shortlist of at least two of the most highly qualified Design-Builders to participate in the Request for Proposal (RFP) Price Proposal Phase. We will notify each Design-Builder officially in writing via e-mail whether it has been selected for the shortlist. Our issuance of the Request for Price Proposals (RFP) to shortlisted Design-Builders will commence the second step. Price will only be considered in the second phase of the selection process. At the conclusion of the RFP process, the Board's Technical Review Committee will determine a composite score and make an award recommendation naming the Design-Builder for delivery of the project. The Board will make the design-build contract decision consistent with the award recommendation. The Board reserves the right to reject any and all proposals. The composite score will be a weighted score based upon the following: 1. Technical Proposal (SOQ) and 2. Price Proposal. We encourage all prospective Design-Builders to notify Jill Carson, School Business Administrator/Board Secretary via e-mail at jcarson @chartertech.org as soon as possible after publication of this RFQ of their intent to respond to this RFQ in order to receive important updates regarding the procurement process as and when they become available. Shortlisted Design-Builders shall be required to submit in accordance with N.J.S.A. 18A18A-18 (b) (2) one single Lump Sum Bid for all the work, goods services and materials to construct an addition for use as a Performing Arts High School Auditorium. The Design-Builder must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction with a prequalification rating of at least $15,000,000.00; C007 (Design-Build) as classified, prior to the date that,SOQs are received. Prospective Design-Builders are advised that this project is one which will be subject to and governed by provisions of New Jersey State Law governing (a) Prequalification of Design-Builders N.J.S.A. 18A:18A-61; (b) Prevailing Wage rates N.J.S.A. 34:11-56.27; (c) Use of Domestic Materials, N.J.S.A. 18A:18A-20 including and amendments and supplements thereto; (d) Ownership Disclosure Certification N.J.S.A. 52:25-24.2; and (e) disclosure of investment activities in Iran in accordance with P.L. 2012, c. 25 and N.J.S.A. 18A:18A-49.4. The Public Works Contractor Registration Act N.J.S.A. 34:11-56.48 et seq. requires that the Design-Builder and its Subcontractors must be registered at time of the submission of a Price Proposal. Pursuant to N.J.S.A. 52:32-24 all business organizations that do business with a local contracting agency are required to be registered with the State and provide proof of their Registration with the New Jersey Department of Treasury, Division of Revenue before the contracting agency may enter into a contract with the business. In addition, and pursuant to N.J.S.A. 18A:18A-25, each Price Proposal must be accompanied by a certificate from a surety company stating it will provide the prospective Design-Builder with a bond in such sum as required by the above referenced statute. No Price Proposal may be withdrawn for a period of sixty (60) days after the dates set for the opening thereof. The right is reserved to reject all Price Proposals pursuant to N,J.S.A. 18A:18A-22 or to waive minor informalities or non-material exceptions. Prospective Design-Builders are required to comply with the provisions of N.J.S.A. 10:531 et seq. and N.J.A.C. 17:27 et seq. The Time Schedule for the project is as follows: Tuesday, February 22, 2022: Advertisement and RFQ packages available for Electronic Delivery Tuesday, March 1, 2022: Pre-SOQ Meeting at 3:30 P.M. in the Administrative Office of Chartertech High School for the Performing Arts located at 413 New Road, Somers Point New Jersey 08244. The Pre-SOQ Meeting will be conducted in a large room where there is space for Prospective Design-Builders to attend safely according to the guidelines put forth by the State of New Jersey. Masks will be required at all times. Friday, March 4, 2022: Deadline for Questions to Garrison Architects at 5:00 P.M. (send questions to jangelo@gaiTisonaxch.coin) Friday, March 11, 2022: Last date for addenda to be faxed and e-mailed to prospective design-builders (If Necessary)
